한-스위스 양자회담에서 “스위스 대사관 등 해외에 공관에 과학외교 거점 공관 만들겠다,”최문기 장관 약속
미래창조과학경제부 최문기 장관은 8일 스위스의 요한 슈나이더 암만(Johann Schneider Ammann) 경제교육연구부장관과의 양자회담에서 스위스와 같은 과학기술 분야 선진국과의 기술 교류를 위한 “과학외교 거점센터를 만들겠다,”고 밝혔다.
이는 해외의 우수 과학 기술들을 적극적으로 받아 들여 우리 과학기술과의 접목을 통해 창조 경제의 근간이 되는 기술들을 개발하겠다는 정부의 의지로 해석된다.
이번 양자회담은 양국 수교 50주년을 기념하고, 과학기술 분야 교류․협력 방안에 대해 논의를 하기 위해 마련되었다.
회의가 시작되기 앞서 서울대학교를 방문한 스위스 대표단은 연구원, 학생들의 연구에 대한 “에너지와 열정에 감명 받았다,”고 말했다.
최 장관은 세계의 각종 혁신 지수와 경쟁력 평가에서 최상위를 차지 하고 있는 스위스의 혁신전략에 대해 자문과 의견을 구했다.
이에 스위스의 암만 장관은 경제강국에 둘러싸인 양국의 유사성에 대해 언급하며, “중소기업과 대기업간의 상생, 양 측의 협동과 조화가 있어야 혁신의 기초가 마련될 수 있다,”고 말했다.
스위스는 세계지적재산권기구(WIPO)에서 발표하는 2013 글로벌혁신지수(Global Innovation Index)에서 1위를 차지 했으며 한국은 18위를 차지했다.
국토의 크기는 41,285 제곱 킬로미터로 한국의 절반도 되지 않으며, 인구는 781만명인, 스위스는 2011년 기준 국민 1인당 GDP가 약 8만 3천 달러로 약 2만2천 달러인 한국보다 약 4배가 많다.
양국 정부는 이번 스위스 대표단의 방한을 통해 도출되는 협력 수요 및 의제에 대해 오는 11월 14일 개최되는 제3차 한-스위스 과학기술공동위원회에서 심도 있게 논의할 예정이다. (코리아헤럴드 김영원 기자)

Minister of Science, ICT and Future Planning Choi Mun-kee met with Johann Schneider-Ammann, the head of Switzerland’s Federal Department of Economic Affairs, Education and Research, on Monday to cooperate on Korea’s creative economy initiative.
Welcoming the 25 delegates from the Alpine nation, Minister Choi sought much advice from them.
“I would like to learn the know-how of maintaining stable economic growth despite the sluggish world economy and even outperforming those in other European nations,” Minister Choi said. “Korea hopes to share the vision of creative economy proclaimed by the new administration of Korea.”
He also praised Switzerland’s innovative economic strategies that have enabled the European nation to successfully weather the economic downturns and to become a world economic power.
The meeting was aimed at celebrating the 50th anniversary of the ties between Korea and Switzerland and promoting exchange and cooperation in science technology.
“The Swiss delegation visits Korea to build an academic and business network and form a win-win relation between the two nations,” Schneider-Ammann said.
Citing the geoeconomic similarity of the two nations as they are both surrounded by world economic powerhouses, the Swiss minister emphasized the importance of collaboration among small and medium-sized firms and huge conglomerates in creating the foundation of the innovative economy and maintaining economic development, even in difficult times.
Landlocked in south-central Europe with just half the land size of Korea, Switzerland remains one of the most innovative nations in the world with a low unemployment rate of 3 percent.
The European nation also topped lists measuring innovation and economic competitiveness such as the 2013 Global Innovation Index publicized by the World Intellectual Property Organization and the Global Competitiveness Report by the World Economic Forum.
Switzerland invests 3 percent of its GDP into research and development, with around half of government financial aid going to basic project funds and 20 percent to young researchers and business start-ups, according to data presented by the Swiss National Science Foundation.
Agreeing with the European nation’s direction of R&D policies, Choi said the Korean government will let the private sector take the helm in leading the creative economy initiative.
“The government will also increase funds for basic research to 40 percent and set up outposts to promote exchange in science and technology at consulates in other nations including the one to Switzerland,” Choi said.
On Tuesday, the Swiss delegation will visit prominent Korean universities Tuesday including Korea Advanced Institute of Science and Technology in Daejeon.
