[코리아헤럴드=김아린 기자] 김여정 북한 노동당 부부장이 최근 담화에서 ‘남조선’ 대신 ‘대한민국’이라는 정식 국명을 사용한 배경을 두고, “분명한 비방 목적”이라는 정보당국의 분석이 나왔다.

김 부부장은 지난 10일, 11일 그리고 17일 세 차례 발표한 담화에서 한국을 두고 그 동안 사용해 온 ‘남조선’이 아닌 ‘대한민국’이라고 지칭했다.

25일 본지 취재를 종합하면, 정보당국은 북한이 대남 비난 담화에서 ‘대한민국’이라는 국호를 사용한 것은 “비방 의도가 분명”하며 “용어 공작”을 통해 우리 사회 내 혼란을 빚으려는 목적이라고 분석했다.

김 부부장 담화에서 미국은 그대로 ‘미국’으로 기재한 반면, 한국은 겹화살괄호(≪≫)를 사용해 ‘≪대한민국≫’으로 표현했는데, 북한이 통상 겹화살괄호를 조소하는 용도로 사용해왔다고 정보당국은 설명했다.

또 ‘미국의 특등 앞잡이인 ≪대한민국≫’ 등 해당 담화에서 ‘대한민국’이라는 호칭이 등장한 맥락을 살펴봤을 때 “주권국가로 인정이 아닌 조롱하는 말로 보는 것이 맞다”고 정보당국은 판단했다.

정보당국은 북한이 ‘남조선’과 ‘대한민국’을 혼용하고 있는 상황에 대해, “북한이 대남전략을 변경해 국가 대 국가로 공존을 추구한다는 해석의 여지를 줘 한국 사회 내 논란과 분열을 유도하려는 ‘용어혼란전술’로 읽힌다”고도 풀이했다.

특히 일부 국내 통일운동 단체에 “‘2국가 체제’ 고착화에 대한 위기감을 고조시켜, 통일 운동 준동을 간접적으로 촉구한 측면도 있다”고 봤다.

앞서 태영호 국민의힘 의원은 김 부부장이 연이어 ‘대한민국’이라고 지칭한 것을 두고 남북 관계를 통일을 지향하는 특수관계에서 벗어나, 국가 대 국가 관계로 재정립하려는 의도로 읽힌다고 말했다.

정보당국은 북한이 여전히 한국이 ‘무력통일 대상’이라는 접근을 버리지 않고 있다고 강조했다. 북한이 한국의 국호를 존중하고, ‘2개의 국가’가 공존하는 체제로 전환하려 한다는 해석은 설득력이 없다는 게 정보당국의 시각이다.

북한은 조선노동당 규약에 “남조선에서 미제의 침략무력 철거로 통일을 앞당길 것”이라고 명시한 가운데, 작년 9월 제정한 ‘핵무력정책법’에서도 핵무력의 목적이 “영토완정”이라고 밝히는 등 대남 적화노선을 견지하고 있다.

정보당국은 북한이 한국을 ‘대한민국’이라고 지칭한 것이 “우리 국가 실체를 인정한 것이 아니라, 다른 의도를 가지고 있다고 밖에 볼 수 없다”고 했다.

[Exclusive] North Korea calling South Korea by official name ‘intended to offend’

Kim Yo-jong, the sister of North Korean leader Kim Jong-un, referring to South Korea by its official name, the Republic of Korea, in recent statements had a “clear intention to be offensive,” South Korean national intelligence authorities said Tuesday.

In a series of statements issued earlier this month, Kim referred to South Korea as the Republic of Korea in a rare move, which some -- including defector-turned-lawmaker Rep. Tae Yong-ho -- have interpreted as North Korea attempting to recognize South Korea as an independent nation.

Tae said in a July 13 plenary session of the National Assembly’s unification committee that the use of official South Korean name may be North Korea “re-establishing its relations with South Korea as two separate nations.”

South Korean intelligence authorities, however, dismissed this interpretation.

Intelligence authorities said that in North Korea's statements, the name Republic of Korea was put in quotation marks while the US was used without quotation marks. In official statements, North Korea has used quotation marks to mock or ridicule, the intelligence authorities noted.

The Republic of Korea was also used adjacent to derisive expressions such as “treasonous group” and “bully.” In one instance, the statement said the “‘Republic of Korea’ is acting as a stool pigeon for the US.”

The use of the South's official name is also believed to have been a strategy to confuse Seoul by eliciting multiple interpretations, including one suggesting North Korea was seeking to co-exist peacefully as an independent nation.

The intelligence authorities said so far there was no evidence to suggest there has been a change in North Korea's perception of the South as a possible target of nuclear attack and a land to re-claim through force.
