외국제품에 밀리는 국내ICT기업 정부에 불만 표출

외국산 제품에 밀려 세계시장은 물론 국내시장에서 마저 고전을 면치 못하고 있는 국내 ICT중소기업들이 정부를 향해 쓴 소리를 했다.

최문기 미래부 장관은 16일 열린 국내 ICT 장비산업체들과의 비공개 간담회에서 “아무리 공공장비 시장이라고 해도 품질과 가격 부분에서 에누리가 없어야 할 것,”이라고 중소 ICT기업 대표들에게 전한 것으로 알려 졌다.

최 장관의 발언은 미래부 수장으로서 품질 향상을 위해 노력을 해달라는 말로 해석 될 수 있지만, 국내 ICT 기업에 대한 불신과 편견이 정부에도 여전히 만연하다는 것을 방증한다는 목소리도 일각에서 나오고 있다.

현재 중소기업으로 이루어진 국내 ICT제조산업은 좋은 품질에도 불구하고 오라클, IBM, HP 등 외국산 제품의 브랜드 파워에 밀려 고전을 면치 못하고 있으며, 중소기업이라는 점과 품질에 대한 편견으로 인해 해외 시장과 국내 시장에서도 외면당하고 있는 실정이다.

국내 ICT제조업계의 어려움을 정부에 호소하고 지원과 도움을 요청하러 온 상황에서 최 장관의 발언으로 업체들이 다소 실망한 기색도 있었다고 참가자들은 전했다.

최 장관은 또한 “중앙정부도 마찬가지이고 지방자치정부도 마찬가지이고 여러 가지 이유가 있겠지만, 외산 장비에 의존하는 경우가 많다”며 정부의 높은 외산 의존도도 언급했다.

이어 최 장관은 “국내 ICT 장비제조업체들의 기술력이 떨어져서 그런 것인지 장비에 대한 신뢰가 안 가서 그런 것인지 IT 인프라는 제대로 갖춰서 세계 탑 클래스에 있는데, 인프라 활용 측면에서는 열악한 상황이다”라고 발언한 것으로 알려졌다.

미래부는 지난 몇 달간 장비 산업체, 전문가들과 ICT 산업 발전을 위한 의견을 교환했다.

최 장관은 “화웨이 같은 경우는 중국정부가 전적으로 지원을 해주고 있고, 세계 1위 네트워크 장비인 시스코 또한 미국정부가 보이지 않게 굉장히 지원을 해주고 있다,”고 말하며 직접적인 보조금이나 지원금 형태는 아니지만 한국 정부 또한 제조업체들을 위해 최대한 협력을 다할 것을 약속했다.

한 슈퍼 컴퓨터 제조 회사의 대표는 “1,500억 하는 수퍼 컴퓨터 시장이 모두 외국산으로 쓰이고 있다,”고 밝히며 기초과학연구원, 항공우주연구원 등 정부 출연 기관에서 국산 제품을 외면하는 상황을 꼬집었다.

그는 지식경제부에서 진행했던 ‘워크스테이션 국산제품 교체화 사업’이 올해 2월까지 추진되다가 지경부가 미래부와 방통부로 나눠지며 흐지부지된 상황을 설명하며, 교체화 사업이 다시 추진될 수 있도록 살펴달라고 호소했다.

간담회에 참석한 국내 주요 이동통신사인 SKT, KT, LG 유플러스의 관계자는 중소 ICT 기업들이 원활한 수출과 공급을 위해서 최대한 협력을 할 것을 약속 했다.

미래부는 그 동안 제조업체와의 의견 교환과 간담회 끝에 나온 결과를 수요일 발표 할 예정이다.

R&D기획 수행 평가에서 컨설팅 식으로 평가하는 새로운 방식도입, 해외 대학의 연구소에 서 일하는 글로벌 한국인재를 유치하는 방안, 지원 규모 확대, 연구개발 시험 사업 검증 등 의 내용 등이 담길 것으로 알려졌다.

현재 공공장비 시장 수요와 제도 개선을 위해 ICT 특별법이 7월에 통과된 상태이며 기회가 되는 대로 반영을 해나갈 것이라고 미래부는 밝혔다. (코리아헤럴드 김영원 기자)

Smaller ICT firms show concern over foreign rivals

A large number of local information, communications and technology companies -- mostly small and mid-sized contractors -- raised their concerns with the government to help them gain an edge over their foreign counterparts.

Science, ICT and Future Planning Minister Choi Mun-kee urged the companies to first secure quality and price competitiveness so they could get more government subsidies.

”The government cannot (promote the entry) of companies with substandard quality or price competitiveness,” Choi said, adding that officials were not in a position to hand out the favors that some companies appeared to want.

His remarks came during a closed-door meeting held Friday with chief executives of some 20 ICT equipment providers, buyers and public organizations to discuss ways for promoting the ITC device industry, such as network and broadcasting equipment, and computing devices such as server, storage and data centers.

Officials from the three major mobile network carriers SK Telecom, KT and LG Uplus were also present.

Choi also admitted at the meeting that the central and local governments have reason to rely heavily on foreign ICT equipment, although he did not come right out to say it was due to quality.

The statement came upon an industry that already abuzz with criticism that the government was favoring foreign companies such as IBM, Oracle and HP due to their brand power supremacy -- and not quality, performance or even prices.

It has also long been a bone of contention that private buyers and public organizations have been busy trying to pare down prices of domestic contractors.

The minister acknowledged that foreign companies such as Cisco Systems and Huawei receive support from their respective governments, but said Korea could not follow in their footsteps to indicate Seoul would not be offering similar subsidies.

Meanwhile, the head of a supercomputer maker asked for a joint project led by the government and private firms, noting that the 150 billion won ($135 million) domestic supercomputer market is being entirely monopolized by foreign companies.

“Supercomputers are used in manufacturing, finance, energy, biotechnology and especially by state-funded research institutes in Korea. All the state-funded research institutes including the Institute for Basic Science and the Korea Aerospace Research Institute only use supercomputers made by foreign makers,” said the president, complaining that his firm is on the brink of bankruptcy due to dominance of the foreign makers and lack of government support.

He also called for reviving a government project under the Lee Myung-bak administration aimed at replacing foreign workstations with domestic products.

Receiving loans from Korean banks was cited as another difficulty for small businesses in exporting and promoting their products.

Officials from the three major mobile network carriers SK Telecom, KT and LG Uplus also said they would help the SMEs in supplying and exporting their products.

The ministry plans to announce a detailed plan for the ICT manufacturing sector on Wednesday.

The plan will likely include measures for attracting global talents to the SMEs, financial aid and government-led joint projects.

A panel to respond to patent dispute is expected to be established, the ministry added. (wone0102@heraldcorp.com)
