북한은 23일 한반도 정세를 격화시키는 '진짜 범인'이 미국이라면서 대미 비난 공세를 이어갔다.
노동당 기관지 노동신문은 이날 개인 필명의 글에서 미국을 6·25전쟁을 일으킨 '도발자', 정전협정을 휴지장으로 만든 '범죄자', 한반도 핵위기를 몰아온 '진범인'이라고 비난했다.
신문은 미국이 한국과 일본 등과 함께 한반도 주변에서 진행하는 각종 합동군사연습은 방어용이 아니라 '북침 전쟁용'이라며 한반도의 평화와 안정을 파괴하는 근원은 미국의 '대조선 적대시정책'에 있다고 주장했다.
이어 최근 북한이 북미 고위급회담을 제안했다며 하지만 "미국은 우리가 먼저 비핵화 의지를 보이고 도발과 위협을 중단해야 대화를 할 수 있다고 횡설수설한다"고 주장했다.
신문은 한반도에서 비핵화는 결코 북핵폐기만을 위한 비핵화가 아니라면서 "우리가 주장하는 비핵화는 남조선을 포함한 조선반도 전 지역의 비핵화이고 우리에 대한 미국의 핵위협을 종국적으로 끝장내는 것"이라고 기존 주장을 거듭 밝혔다.
그러면서 미국은 8억 달러 상당의 무장 장비를 한국에 팔 계획이라며 "미국이 진실로 평화와 안정을 바란다면 말로서가 아니라 실제 행동으로 상대를 위협·공갈하는 무력증강, 전쟁소동을 중지해야 한다"고 요구했다.
앞서 신선호 유엔 주재 북한대사는 21일 오전 11시(현지시간) 뉴욕 유엔본부에서 '한반도 상황'에 대한 기자회견을 열고 "미국이 유엔군사령부 해체와 우리가 오래전부터 제기한 정전협정의 평화협정 전환을 거부하면 정세는 계속 격화될 것이고 전쟁위험을 제거하는 것은 불가능할 것"이라고 밝혔다.

North Korea on Sunday stepped up its efforts to blame the United States for what it perceives as worsening conditions on the Korean Peninsula.
In an article carried by the Rodong Sinmun, an organ of the ruling Workers' Party of Korea, the North accused Washington of starting the 1950-53 Korean War and called the superpower a "criminal" for discarding the Armistice Agreement that halted the conflict. It also said Washington is the "real culprit" behind the current nuclear crisis.
The daily, which effectively reflects the views of the communist country's leadership, claimed that the joint military exercises carried out around the Korean Peninsula by South Korea, the United States and Japan are all aimed at waging war against Pyongyang. It said Washington's hostile policy stance against the North is the root cause behind peace and stability being threatened in the region.
It added that while the communist country recently proposed high-level talks with the United States to resolve outstanding differences, Washington has only responded by calling on the North to first show its resolve on denuclearization and halt provocations.
The paper, monitored in Seoul, said such claims were gibberish and made no sense whatsoever.
It pointed out that Pyongyang's goal for denuclearization is not limited to the country giving up its nuclear deterrence but striving for the denuclearization of the entire Korean Peninsula that includes South Korea.
"The denuclearization we seek is the end once and for all of the nuclear threat posed by the United States," the Rodong Sinmun stressed.
It, meanwhile, pointed out that the United States is moving to sell US$800 million worth of weapons to South Korea and argued that if Washington wants peace and stability, it needs to give up tactics that try to intimidate its foes, fuel an arms race and stir concerns of war.
Related to the latest arguments, North Korea's Ambassador to the United Nations Sin Son-ho said in a rare press conference in New York on Friday that another military conflict is possible at any time as long as U.S. maintains its hostile stance toward Pyongyang.
The envoy said the United States must move to disband the United Nations Command and sign off on a formal peace treaty to replace the cease-fire armistice that halted hostilities 60 years ago.
It said that unless the United States accepts such calls, there is no way to erase tensions and war fears in the region. (Yonhap News)
