‘요가,’ ‘힐링,’ 그리고 ‘고요함’은 사람들이 인도를 떠올리면 생각나는 단어들이었다. 영화 ‘먹고, 기도하고, 사랑하라’의 여주인공이 인도에서 평화로운 라이프 스타일을 즐기고 자신의 걱정과 우려에 대한 해답을 기도로 찾는 장면이 그려진다.

하지만 인도에 대한 꿈 같은 이미지는 작년 12월 인도의 버스에서 벌어진 집단 성폭행 사건으로 산산조각 나게 된다. 끔찍한 사건이 터진 지 얼마 되지 않아서 한국인 여학생이 낯선 남성에게서 건네 받은 맥주를 마시고 성폭행을 당한 사건과 스위스 부부가 사이클링 여행을 하던 중 8명의 인도인들에 잘못 걸려 성폭행을 당하는 사건이 터지면서 인도가 ‘꿈의 나라’라는 환상에 대한 의심의 목소리가 커지기 시작했다.

인도의 영자신문사에 따르면 2011년 인도를 방문한 한국인 관광객은 약 108,680명으로 2010년의 95,587명에 비해 13.7 퍼센트가 증가했다.

“인도 여행의 성수기는 11월부터 2월까지다. 최근 인도의 안 좋은 사건이 있었음에도 불구하고 인도를 방문하는 관광객은 꾸준히 증가하고 있는 추세이다”고 롯데 투어 홍보팀이 전했다.

한국의 대표 포털 사이트 네이버와 다음의 활발한 온라인 커뮤니티 활동은 한국인들의 인도에 대한 관심을 볼 수 있다. 네이버와 다음의 온라인 카폐의 수는 각각 396개와 787개로 한국인들의 인도에 대한 높은 관심을 보여준다. 이와 같은 카페의 주제로는 인도 배낭여행, 인도 유학과 인도 취업에 대한 사람들의 다양한 관심사가 있다.

104,555명의 멤버를 보유하고 있는 다음의 ‘인도 방랑기’ 카페에서는 숙박, 놓쳐서는 안될 관광지들과 안전 문제에 대해 활발하게 의견이 공유되고 있다. 인도를 방문할 여행객들에 도둑질, 성폭행과 사기에 대해 경고하는 게시판도 따로 있다.

“한번은 인도 배낭여행객들에 인기가 많은 자이살메르를 지나가고 있었는데, 한 인도 남성이 가까이 오더니 자신의 가게에 많은 한국인들이 방문을 한다며 나도 좋아할 것이라고 나를 거의 끌고 가다시피 해서 데려갔다. 가게에 도착해보니 남성은 대마초를 팔고 있었으며 나한테 펴보라고 권하기 까지 했다”고 ‘인도 방랑기’ 카페의 한 익명의 게시자가 전했다.

외교통상부는 해외에서 일어나는 사건, 사고를 대처하고 예방하기 위해 2004년부터 해외안전여행 홈페이지를 운영하고 있다. 국가별 안전 소식을 여행단계를 통해 확인할 수도 있다. 1단계는 여행유의, 2단계는 여행자제, 3단계는 여행제한 4단계는 여행금지다. 외통부는 2013년 1월을 기준으로 인도를 3개 지역으로 나눠 잠무•캐시미르 주를 3단계 여행제한 지역으로, 안드라프라데쉬 주, 차티스가르 주, 비하르 주, 자르칸드 주를 2단계 여행자제 지역으로 지정했다. 지정되지 않은 인도의 모든 지역은 모두 1단계 여행유의 지역이다.  

외통부 재외국민보호과 박기준 과장은 “사건과 사고는 1,2단계에서 많이 난다. 특히 혼자 여행을 한다면 더욱 신경 써야 한다. 지난 달 한국인 여대생 성폭행 사건이 일어난 곳도 여행유의 1단계 지역이었다”고 말했다.

온라인 커뮤니티와 인도 여행 블로그에 공통적으로 하는 주의의 말이 있다. 인도에서 현지인이 호감을 표시하며 건네는 음식과 물은 먹거나 마시면 안 된다, 해가 지면 밖으로 나가면 안 된다 그리고 무리를 지어 다니라는 것이다.

“이 조언들은 어느 나라에 여행을 가도 마찬가지로 적용 되는 것이지만, 인도 남자들이 혼자 여행하는 아시아계 여성에 대해 더욱 저돌적이고 만지려고 하는 성향이 강했다”고 인도 여행을 두 번 다녀온 대학생 백재은씨가 말했다.

인도 관광과에서 일하는 드완에 따르면 인도에서는 매년 약 2만 건의 성폭행 사건이 일어나 20분마다 60건의 성폭행 사건이 발생한다고 전했다.

한국인들의 인도 관광을 늘리기 위해 드완은 한국어 서비스가 되는 직통번호를 설치하는 것을 고려하고 있다고 말했다.

Concerns of traveling to India rise due to safety issues

“Yoga,” “healing” and “tranquility” are words Koreans often link to India. The movie “Love Eat and Pray” portrayed a peaceful and meditating Indian lifestyle, as the main character was filmed praying about her worries and finding an answer to her anxieties.

These dreamy images of India, however, were shattered by the gang rape of an Indian girl on a bus in south Delhi last December. Shortly after the incident, the alleged drug rape of a Korean college student and gang rape of a Swiss woman have further added to the association of travel in India with crime.

Before these incidents were reported, Korean travel to India had been increasing. Some 108,680 Korean tourists visited India in 2011, a 13.7 percent increase compared to some 95,587 tourists in 2010, according to the Deccan Herald, an English-language daily newspaper in India.

“The peak traveling season to India is from November to February. Despite the bad news in India, I would roughly say that the number of Koreans traveling to India is increasing steadily,” said a PR representative of Lotte Tour, one of Korea’s biggest tour companies.

Online communities related to backpack travel in India, listed on Korea’s leading portal sites Naver and Daum, reflect Koreans’ interest in India. Some 396 and 787 online India communities from Naver and Daum, respectively, target fans of India and offer online spaces for discussion on backpacking, studying and working in India.

On Daum, online community “India Roaming” boasts 104,555 members, who actively share information about safe accommodation, must-see tourism spots and safety issues. A separate bulletin board was created warning future travelers about the risks of theft, sexual assault and fraud.  

“I was passing by Jaisalmer, one of the hot places among backpackers, and an Indian man came by telling me that many Koreans visit his store and that I would like it as well. He practically grabbed my hand, wouldn’t let me go. I found out that he sold marijuana and tried to persuade me into smoking it,” said an anonymous poster on “India Roaming.”

The Ministry of Foreign Affairs designated the level of danger for countries abroad to raise awareness of the possible underlying danger. As of January 2013, MOFA divided India into 3 levels and designated Andhra Pradesh, Chhattisgarh, Bihar and Jharkhand as level 2 areas where travelers should avoid, and Jammu and Kashmir as a level 3 area where travelers are restricted from traveling. According to the ministry, all the other areas in India fall under level 1 areas, but caution is still called for when traveling there.

“Most accidents happen in level 1 and 2 areas, so special attention needs to be paid especially when traveling alone. The drug rape incident of a 23-year-old Korean student occurred at Bandhavgarh in Madhya Pradesh state, which was designated as a level 1 area,” Park Ki-jun of Overseas Korean Nationals Protection and Crisis Management Division told Women’s News newspaper.

Online communities and blogs urge travelers never to accept food or water from local Indians, never to travel alone and never to walk around when the sun is down.

“The suggestions are pretty much the same rules that apply to every country when traveling, but I find that male locals in India were more aggressive and trying to touch female travelers especially when they spotted a female Asian woman traveling alone,” said Paek Jae-un, a college student who traveled to India twice in 2011.

According to Shri Parvez Dewan, Indian Secretary of Tourism, the country has about 20,000 rape cases in a year, accounting for 60 rape incidents a day or one every 20 minutes. To encourage Korean travelers to India, Dewan plans to look into launching a hotline in Korean to help Koreans get information in cases of an emergency.

Under the “Incredible India” campaign launched in 2002, India has been trying to attract more foreign tourists to the country.
