Civil service marred by ethical problems

Dozens of government officials and lawmakers could have been involved in bribery related to construction site catering contracts, prosecutors said.

Prosecutors began investigating the potentially explosive scandal last month, suspecting former National Police Agency chief Kang Hee-rak and ex-commissioner general of the National Coast Guard Lee Gil-beom of receiving tens of millions of won from owners of the temporary canteens while in office.

The prosecution is preparing to summon former police and coast guard chiefs next week.

Without revealing names, the prosecution said it was widening its investigation to include dozens of former and incumbent ministers, public organization chiefs and regional policy agency heads, believing restaurant owners and brokers lobbied a wide number of officials to win business at construction sites.

One of the brokers, only known by the family name Yu, was arrested last month and has admitted giving money to several officials and legislators in return for the right to operate canteens, investigators say.

Tracking down bank accounts of several restaurant operators and brokers including Yu, investigators found one former minister had received a 50 million won in 2005 with another 100 million won going to the account of his brother in 2007.

A former vice minister, former and incumbent heads of a public organization have also been banned from leaving the country for further investigations, the Seoul Eastern District Prosecutors’ Office said.

None of the accused officials, including former police chief Kang and coast guard head Lee, have admitted to the charges, either denying having known Yu, or saying their relations were strictly official.

Currently banned from leaving the country, the two former officials will be questioned by the prosecution as early as next week. Prosecutors plan to ask the court for immediate arrest warrants should any of the allegations prove to be true.

Yu, a 64-year-old broker, admitted to investigators that he gave money to officials and legislators to secure exclusive rights to run canteens at construction sites. He then sold the rights to catering firms, making a large amount of money in the process.

Several of the accused officials are from Yu’s hometown or school, according to prosecutors.

건설 현장 식당(일명 ‘함바집’) 운영권 비리 의혹을 수사 중인 서울 동부지검 형사6부(여환섭 부장검사)가 강희락 전 경찰청장과 이길범 전 해양경찰청장을 이르면 오는 10일 소환 조사하기로 했다. 브로커와 건설사 임원 간의 검은 고리를 파헤친 수사는 전직 장관과 여야 국회의원으로까지 대상이 확대되며 의혹이 문어발식으로 뻗어 나가고 있다.

구속 기소된 브로커 유모(64)씨의 진술에 따르면 강 전 청장은 취임 축하금 명목으로 3500만원을 받고 2009년 유씨를 통해 경찰관 4~5명의 인사 청탁을 받으며 1억원을 수수한 혐의를 받고 있다. 검찰은 강 전 청장이 그 대가로 건설사 임원들에게 청탁 전화를 해 유씨가 식당 운영권을 딸 수 있도록 편의를 봐준 정황을 포착하고 보강 조사를 거쳐 다음주 초 소환조사할 계획이다. 유씨로부터 해경 격려금 명목으로 3500만원을 수수한 혐의를 받고 있는 이 전 청장도 다음주 초 소환조사 받게 된다.

전현직 경찰 수뇌부가 줄줄이 연루된 건설 현장 식당 운영권 비리 의혹은 전직 장관, 여야 국회의원으로까지 불똥이 튀며 이른바 ‘함바집 게이트’로 확대될 전망이다. 검찰이 유씨를 비롯한 브로커들의 계좌를 추적한 결과 2007년 정부 부처 장관을 지낸 현직 국립대 총장 임모씨의 동생 계좌에 수상한 돈 1억5000여만원이 꽂힌 정황을 포착한 것으로 알려졌다. 조영택 민주당 의원과 이군현 한나라당 의원도 유씨로부터 500만원의 후원금을 받은 혐의를 받고 있다. 검찰은 유씨로부터 서울시 고위 공무원과 공기업 고위 임원 2명에게도 돈을 건넸다는 진술을 확보한 것으로 전해졌다.

급식업체를 운영하는 유씨의 입에서 고위 공직자의 이름이 줄줄이 거론되자 경찰을 비롯한 정ㆍ관계는 ‘쇼크 상태’에 빠졌다. 유씨는 주로 부산과 인천에서 건설현장 식당 운영권을 따낸 뒤 자신이 거느린 2차 브로커들에게 이를 팔고, 이들 2차 브로커는 실제 건설 현장 식당 업자들에게 운영권을 다시 파는 형태로 사업을 해왔다. 이 과정에서 유씨는 이미 안면을 튼 공직자들을 통해 다른 고위 공직자를 소개받는 등 광범위하게 인맥을 관리해온 것으로 드러났다. 양성철 광주경찰청장이나 조 의원과는 동향이라는 핑계로 접근했으며 김병철 울산청장은 유씨와 같은 학교 출신인 후배 경찰의 소개로 알게됐다. 유씨로부터 뇌물을 받은 혐의로 기소된 건설사 간부들은 “유씨가 평소 고위 공직자들과 친분을 과시했고, 실제 민원을 해결한 경우도 있었다”고 전해 ‘함바집 리스트’의 범위가 확대될 가능성도 점쳐진다.
