Head of shared growth commission resigns

Former Prime Minister Chung Un-chan stepped down as the head of the Commission on Shared Growth for Large and Small Companies, raising speculation that he may be looking to run for political office.

Although Chung said that he was stepping down as he considered it the best way to raise interest in shared-growth among the government and the public, observers suspect that the move is the first step in running in the presidential election at the end of the year.

In addition, Chung strongly criticized the Federation of Korean Industries, raising speculation that he could take up resolving economic polarization as his cause in the campaign.

“The Federation of Korean Industries is a substitute for the dictatorial regimes that acted as a protective shield,” Chung said at the 14th meeting of the shared-growth committee in Seoul where he announced his resignation.

“(The Federation of Korean Industries) Needs to be reborn or dismantled. I was convinced that large companies were partners when the commission was launched. But they only talk about shared growth without really considering it.”

He added that all the while the government has been trying to promote shared growth between large companies and small- and medium-sized enterprises, the large companies have opposed various policies aimed at the goal.

The former prime minister also did not spare criticism of the government, which could be a move aimed at distancing himself from the increasingly shaky Lee Myung-bak administration.

“The government does not want to take any responsibility, and the bureaucrats are sticking to the system of sharing results, which has been shown to be ineffective after five to six years of testing,” Chung said.

“I now plan to walk into the lives of the public to think about ways for creating a world where large companies and SMEs, the strong and the weak, the rich and the poor, the capital and the provinces, South and the North (Koreas) grow together. Whatever the role, whatever the responsibility, I will do my best.”

정운찬 동반성장위원장이 29일 전격 사퇴했다. 정 위원장은 이날 서울 팔레스 호텔에서 열린 제14차 동반성장위원회 본회의가 끝난 뒤 기자간담회에서 정부와 대기업이 사회양극화를 방치하고 동반성장에 미온적 인 태도를 보였다고 싸잡아 비판한 뒤 "자리를 지키는 것이 의미가 없다는 판단과 함께 동반성장에 대한 대통령과 국민의 관심을 환기시키기 위해 지금 사퇴하는 것이 최선이라고 생각한다"고 밝혔다.

그는 "대기업은 성과급 잔치를 벌이고 있는 반면 중소기업은 생존을 위한 싸움 을 하고 있다"면서 "동반위 출범에 대한 국민의 기대는 사라졌고 위원회를 통한 합의마저 반쪽짜리가 됐다"고 강조했다.

2010년 12월 위원장에 취임한 그는 "전경련은 다시 태어나거나 발전적 해체의 수순을 생각해봐야 한다"면서 "대기업이 산업화 시기 경제발전에 기여한 것은 인정 하지만 지금은 경제정의와 법을 무시하고 기업철학마저 휴지통에 버리길 서슴지 않았다"고 지적했다.

정 위원장은 이어 정부에 대해서도 "우리나라가 ▲비정규직과 실업 증가 ▲중소 기업과 자영업자의 몰락 ▲가계부채 부채 증가 ▲부의 부당한한 상속과 지위 세습 등 극소수만을 위한 사회가 되는 동안 무엇을 하고 있었나"고 비난한 뒤 양극화는 민주주의의 위기라고 경고했다.

그는 "동반성장은 시대정신이고 미래 지향적 가치로 진정성 있고 결연한 의지로 추진해야 한다"면서 "시대적 소임을 회피한 정부가 성공한 경우를 본 적이 없다"고 목소리를 높였다.

올해 12월까지인 임기를 9개월 앞두고 조기 사퇴한 그는 대권 도전을 포함한 정치 입문에 대한 의지도 내비쳤다.

정 위원장은 "경제 민주화가 사회가 나아갈 길이고, 사회 곳곳에 동반상징의 가 치가 전파돼야 한다"면서 "국민의 삶 속으로 직접 들어가 동반성장의 세상을 어떻게 펼쳐 나갈지 고민할 것"이라고 말했다.

그는 "무슨 역할, 어떤 방식이든 주어진 책임을 다하기 위해 최선을 다하겠다"면서도 구체적인 거취에 대해서는 "다음 기회에 말하겠다"고 덧붙였다.
