The U.S. national debt stands at close to $17 trillion, the highest figure in the country’s history, though not the largest relative to gross domestic product. Republicans in the House of Representatives are refusing to pass a stopgap budget or raise the debt ceiling if President Barack Obama does not agree to defund or delay his signature health care reform law.
