President Lee Jae Myung’s partial Cabinet reshuffle on Sunday appears to reflect his determination to restore the momentum of his administration, which has been weakening amid a recent decline in his approval ratings.
이재명 대통령이 일요일 행한 일부 개각은 최근 지지율이 하락하면서 약해진 국정 운영의 동력을 회복시키고자 하는 대통령의 의지를 반영하는 듯하다.
Most notably, the two top officials in charge of real estate policy, which has been a major source of public discontent, have been replaced. The Lee administration’s real estate policies so far, including punitive tax reforms and half-baked initiatives such as plans to develop Yongsan Park into a housing complex, have created considerable market turmoil. The simultaneous replacement of the finance and economy minister and the land, infrastructure and transport minister is being seen as a de facto reprimand.

그럼에도 불구하고 장관 2인은 물러난 반면 김용범 실장은 보직을 유지했다. 퇴임하는 장관들과 함께 일했던 차관들이 자리를 물려받게 되므로 전반적인 정책 방향에는 변화가 없을 가능성이 높다.

Above all, the decision to nominate Kim Seung-won, a lawmaker from the Democratic Party of Korea, as justice minister has sparked intense controversy. Despite concerns and criticism from many members of the public, Kim Seung-won led the ruling bloc’s efforts to abolish the prosecution’s investigative authority.
이번 개각이 국민이 받아들일 수 있는 정부 개편으로 이어질지는 여전히 미지수다. 무엇보다 민주당 출신 국회의원 김승원을 법무부 장관 후보로 임명한 것은 큰 논란을 불러일으켰다. 대다수 국민들의 우려와 비난에도 불구하고 김 후보는 검찰의 수사권을 폐지하는 여당의 움직임을 주도했다.
Furthermore, he co-chaired a group of lawmakers calling for the withdrawal of indictments in cases involving President Lee. He also recently became a co-sponsor of a special counsel bill to investigate allegedly fabricated prosecutions, which the opposition argues the Democratic Party plans to use as a pretext for the indictment withdrawal.
이에 더해 이재명 대통령 관련 공소 취소를 요구하는 국회의원 모임의 공동대표였다. 최근에는 조작된 것이라 주장하는 기소를 조사하기 위한 특별검사법의 공동발의자가 되기도 했다. 야당은 민주당이 해당 법안을 공소 취소의 구실로 삼을 계획이라고 주장한다.

The president is supposed to appoint the special counsel, but having the president appoint a special counsel with the authority to withdraw indictments in cases involving him is ultimately no different from having him appoint the judge who will preside over his own cases.
민주당은 해당 법안의 통과를 밀어붙일 것이라고 공식 발표했다. 대통령은 특별검사를 임명하게 되어 있으나 본인이 연관된 사건들의 공소를 취소할 권한을 가진 특별검사를 스스로 임명한다는 것은 자신의 사건을 재판할 판사를 대통령이 임명하게 한다는 것과 종국에는 다르지 않다.

This is the cumulative result of one-way governance, an us-versus-them approach, legislative overreach, and the repeated disregard of risk warnings, among others. Without a fundamental shift in policy direction, personnel changes alone are unlikely to revive his approval ratings.
이 대통령의 지지율 하락은 국민의 불안을 가중시키는 정책 때문이다. 일방적인 국정 운영, 편가르기식 접근법, 입법 독주, 그리고 반복되는 위험 경고 무시 등이 누적된 결과다. 정책 방향의 근본적인 변화 없이는 개각만으로는 지지율을 되살리기 어려울 것이다.
