For Koreans already worried about the future solvency of the National Pension, reports that foreigners could pay into the system for only a few months, make years of retroactive contributions and qualify for a lifelong pension were bound to be provocative.
국민연금의 미래 지급 능력을 이미 우려하고 있던 한국인들에게, 외국인이 단 몇 달만 보험료를 낸 뒤 수년치를 소급 납부해 평생 연금을 받을 자격을 얻을 수 있다는 보도는 논란을 일으킬 만한 것이었다.
One case can be enough to prove a failure. It is not always enough to prove a pattern, especially when it touches a mandatory pension system that millions are required to pay into and whose long-term viability is already under question.
단 한 건의 사례로도 제도의 허점은 드러날 수 있다. 그러나 그것만으로 하나의 '패턴'이 있다고 단정하기는 어렵다. 특히 수백만 명이 의무적으로 납부해야 하는 연금 제도, 그리고 장기적 지속가능성이 이미 도마에 오른 제도를 다룰 때는 더욱 그렇다.
President Lee Jae Myung first raised the issue in late August, questioning whether foreign nationals with only brief periods of residence should be allowed to make extensive retroactive contributions and ordering officials to tighten the rules.
이재명 대통령은 지난 8월 말 처음 이 문제를 제기하며, 거주 기간이 짧은 외국인에게 대규모 소급 납부를 허용해도 되는지에 의문을 제기하고 관계 당국에 규정을 강화하라고 지시했다.
Then came the data.
그리고 데이터가 나왔다.
A government review found only three foreign nationals who matched the much-discussed pattern of one month of contributions followed by 119 months of retroactive payments. Only one is receiving an old-age pension, and all three had lived in Korea throughout the periods covered by those payments.
정부 조사 결과, 한 달치 보험료를 낸 뒤 119개월치를 소급 납부하는, 세간에서 논란이 됐던 그 패턴에 해당하는 외국인은 단 3명에 불과한 것으로 나타났다. 이 가운데 노령연금을 수령 중인 사람은 단 1명이며, 3명 모두 해당 납부 기간 내내 한국에 거주하고 있었다.
That did not erase the loophole. It changed the question.
그렇다고 해서 제도의 허점이 사라진 것은 아니다. 다만 질문의 성격이 달라졌을 뿐이다.
A day after those findings were reported, Lee returned to the issue and said the small number of cases did not alter the principle at stake.
이 조사 결과가 보도된 다음 날, 이 대통령은 다시 이 사안을 언급하며 사례 수가 적다고 해서 이번 사안에 걸린 원칙이 달라지는 것은 아니라고 말했다.
He has a point. Governments should not wait until an unreasonable rule is exploited on a large scale before fixing it.
일리 있는 지적이다. 정부는 불합리한 규정이 대규모로 악용될 때까지 손 놓고 기다려서는 안 된다.
Pension authorities now appear to be moving in the right direction, reassessing the rule for everyone rather than treating it solely as a problem involving foreign subscribers. They have tightened residence checks for foreign applicants while examining broader changes to the retroactive payment system for Koreans and foreigners alike.
연금 당국은 이제 올바른 방향으로 나아가고 있는 것으로 보인다. 이 문제를 외국인 가입자만의 문제로 국한하지 않고 모두에게 적용되는 규정 자체를 재검토하고 있기 때문이다. 당국은 외국인 신청자에 대한 거주 요건 심사를 강화하는 한편, 내국인과 외국인 모두에게 적용되는 소급 납부 제도 전반의 개편도 검토하고 있다.
Evidence does not make policy decisions for us. It tells us what problem we are actually trying to solve.
증거가 정책 결정을 대신해주지는 않는다. 다만 우리가 실제로 풀어야 할 문제가 무엇인지를 알려줄 뿐이다.
Korea should fix the loophole where it actually lies. A flaw in pension design should be fixed for everyone. A problem with residence verification should be fixed through better verification. Nationality should not become a shortcut for defining the problem.
한국은 허점이 실제로 존재하는 지점을 바로잡아야 한다. 연금 제도 설계상의 결함이라면 모두를 위해 고쳐야 하고, 거주 검증의 문제라면 더 나은 검증 절차로 해결해야 한다. 국적이 문제의 본질을 규정짓는 편법이 되어서는 안 된다.
