Minister of Employment and Labor Kim Young-hoon said at a press briefing on May 27 that the ministry would convene a forum to explore the feasibility of a "Korean-style social solidarity wage" aimed at identifying ways to socially redistribute the "excess profits" of large corporations.

김영훈 고용노동부 장관은 5월 27일 미디어 브리핑에서 "한국형 사회연대임금"의 실행가능성을 검토하는 토론회를 열겠다고 밝혔다. 대기업의 "초과 이윤"을 사회적으로 재분배하는 방식을 찾고자 함이다.

Minister Kim’s comments came two weeks after Kim Yong-beom, the presidential chief policy secretary, proposed a “citizen dividend” program to give corporate gains back to the public, saying that “the fruits of the artificial intelligence infrastructure era are not the product of any particular company alone.”

김 장관의 발언은 김용범 대통령실 정책실장이 기업의 이윤을 국민에게 되돌려줄 "국민 배당금제"를 제안한지 2주만에 나왔다. 김 실장은 "인공지능 인프라 시대의 결실은 몇몇 기업의 힘으로만 이뤄낸 것이 아니다"라고 했다.

News outlets have interpreted the Labor Minister’s remarks as suggesting that profits should be shared with suppliers and subcontractors, given that existing performance-based incentive schemes have primarily benefited regular employees at large corporations.

언론 매체들은 노동부 장관의 발언이 이익을 공급자 및 하청업자들과 나누어야 한다는 것을 시사하는 것으로 해석했다. 성과에 기초한 기존 인센티브 제도의 주된 수혜자가 대기업의 정규직 근로자라는 점을 감안해서다.

However, regardless of whether the proposal is for citizen dividends or for redistributing profits to subcontractors, the two senior officials’ fundamental understanding of corporate profits raises concerns from the standpoint of a market economy.

그러나 동 제안이 국민 배당금이든 하청업체에 이윤을 재분배하는 것이든 두 고위공직자의 기업 이윤에 대한 기본적인 이해는 시장 경제의 관점에서 우려를 불러일으킨다.

The idea of “excess profits” is unlikely to resonate with people who are familiar with the principles of a market economy. The term is premised on the notion that there is an appropriate level of profit, an assumption that is at odds with a free-market system. In a capitalist economy, private companies exist to maximize profits, and most people take that as a given.

"초과 이윤"이라는 개념은 시장 경제 원칙에 익숙한 이들에게는 공감을 얻기 어려울 것이다. 이 표현은 이윤에 적정한 수준이 있다는 생각을 전제로 하나 이는 자유 시장 제도와 상충하는 가정이다. 자본주의 경제에서 사기업은 이윤을 극대화하기 위해 존재하며 대부분의 사람들은 이를 기정사실로 받아들인다.

Companies set their own financial targets and are free to evaluate the results internally, whether they exceed those targets or fall short of them. However, when a third party judges that a company has made excessive profits or interferes in how those profits are allocated, it risks undermining the basic order of capitalism and the market economy.

기업은 자체적으로 재무 목표를 설정하고 내부적으로 목표를 초과 혹은 미달 여부를 평가할 재량을 가진다. 그러나 제3자가 특정 기업이 초과 이윤을 달성했는지 평가하거나 혹은 그 이윤을 어떻게 배분할 것인지에 개입한다면 자본주의와 시장경제의 기본 질서를 훼손할 위험이 있다.

Minister Kim said that Samsung Electronics’ success today is the result not only of the dedicated efforts of its labor and management but also of the combined efforts of the state and local communities. He said that while Samsung Electronics is a private company, semiconductors have already become a public good in the age of artificial intelligence. However, there is doubt as to whether semiconductors can truly be regarded as a “public good,” and the argument that Samsung Electronics’ massive profits are attributable to the efforts of the government and society appears somewhat strained.

김 장관은 삼성전자의 작금의 성공은 노사의 헌신적인 노력의 결과일뿐 아니라 국가와 지자체가 공동으로 노력한 덕분이기도 하다고 발언했다. 삼성전자가 사기업이기는 하나 반도체는 이미 인공지능 시대에 공공재가 되었다고 말했다. 그러나 반도체를 진정한 의미로 "공공재"로 다루어도 되는지 의문이다. 삼성전자의 막대한 이윤에 정부와 사회가 이바지했다는 주장도 억지스러워 보인다.

Only three years ago, in 2023, Samsung Electronics’ semiconductor division posted losses for four straight quarters. At that time, neither the government, nor local communities, nor subcontractors shared the losses. However, when profits surged, the government argued that they needed to be redistributed across society, simply attaching the modifier “excess” to the word “profits.” That line of reasoning seems shameless.

불과 3년전인 2023년 삼성전자 반도체 부문은 4분기 연속 적자를 기록했다. 당시 정부도 지자체도 하청업체도 손실을 나누어 부담하지 않았다. 그러나 이익이 급증하자 정부는 "이윤"이라는 단어에 "초과"라는 수식어를 가져다붙이며 이를 사회 전반에 재분배해야한다고 주장했다. 염치없는 논리의 전개다.

Companies already play their social role through tax payments and job creation. Semiconductor companies, in particular, make major contributions to the community through the payment of substantial corporate taxes. While most people acknowledge the disparity between subcontractors and non-regular workers and regular employees at large corporations, it is excessive for the government to go so far as to raise questions about the distribution of private company profits. In principle, it is up to corporate executives and shareholders to decide how profits are used.

기업은 이미 세금 납부와 일자리 창출로 사회적 역할을 하고 있다. 반도체 기업들은 특히 막대한 법인세를 납부함으로써 지역사회에 크게 기여하고 있다. 대기업 하청업체와 비정규직 노동자, 정규직 노동자 간의 격차는 대부분 인정하지만 정부가 사기업의 이윤을 분배하는데 있어 의문을 제기하기까지 하는 것은 지나치다. 원칙적으로 이윤을 어떻게 사용할지 결정하는 것은 기업의 간부와 주주들이다.

By contrast, Industry Minister Kim Jung-kwan delivered a message that differed in tone from that of the Labor Minister. In a social media post on May 29, he said that now is the time to channel semiconductor industry profits into productive reinvestment, adding that Korea should take advantage of the current AI boom to secure growth engines for a major leap forward in its industries. This is the right course of action.

대조적으로 김정관 산업부 장관은 노동부 장관과 다른 기조의 메시지를 전달했다. 5월 29일 소셜미디어에 올린 글에서 그는 반도체 산업의 이윤을 생산적인 재투자에 집중해야 할 때라고 말했다. 한국은 지금의 AI 호조를 이용해 동 산업에서 크게 도약하기 위한 성장동력을 확보해야 한다고 덧붙였다. 이것이 올바른 방향이다.

From a corporate perspective, it is entirely natural that profits should be directed toward securing future competitiveness rather than being dissipated through wasteful distribution. Corporate profits are resources that should be used for investment, job creation, research and development, and shareholder returns. It is now time to set aside debates over redistribution and move swiftly toward reinvestment policy and action.

기업의 관점에서 이익은 무분별한 분배를 통해 사라지는 것이 아니라 미래의 경쟁력을 확보하는 쪽으로 쓰여지는 것이 너무나 당연하다. 기업의 이윤은 투자, 일자리 창출, 연구개발 그리고 주주 배당에 쓰여야 할 자원이다. 재분배에 대한 논의는 접어두고 속히 재투자 정책과 조치로 나아가야 할 때다.
