With the tobacco law newly defining all forms of e-cigarettes as tobacco products, Seoul said Thursday it is conducting on-site inspections and promotions to ensure the public understands that no-smoking zones now also apply to vaping.
모든 유형의 전자담배를 담배로 규정하는 담배사업법에 따라, 서울시는 금연구역에 전자담배도 적용된다는 점을 시민들이 이해할 수 있도록 현장 점검 및 홍보를 실시한다고 목요일 밝혔다.
The recent revision to the Tobacco Business Act states that all nicotine-using e-cigarettes, including vaping devices, are tobacco products. The revision takes effect April 24, meaning the use and sale of e-cigarette and vaping products will be subject to the same regulations and laws as cigarettes.
최근 개정된 담배사업법은 니코틴을 포함한 전자담배 역시 담배로 규정하고 있다. 개정안은 4월 24일부터 시행되며, 이에 따라 전자담배 역시 기존의 궐련형 담배와 동일한 규제를 적용받게 된다.
The change seeks to close an existing loophole that exists because e-cigarettes were not available to the Korean public when the tobacco law was enacted in 1988. The distribution and promotion of e-cigarette products have thus been able to bypass current restrictions that regulate tobacco products.
이러한 변화는 1988년 담배법 제정 당시 전자담배가 대중들에게 보급되지 않아 생긴 법적 공백을 메우기 위한 것이다. 전자담배의 공급과 홍보는 지금까지 담배 규제를 피해올 수 있었다.
Those using such products have benefited from this loophole, too. In some cases, individuals handed administrative fines for using an e-cigarette in a no-smoking zone later had the penalty retracted because vaping, in legal terms, did not technically qualify as smoking.
전자담배 사용자들 역시 이러한 공백으로 이익을 보았다. 일부 사례에서는 금연 구역에서 전자담배를 사용한 혐의로 행정 벌금을 부과받은 사용자가 법률적으로 전자담배 사용이 흡연에 해당하지 않는다는 이유로 벌금이 취소되기도 했다.
Before the revised policy is enacted, the city will hold promotions and provide guidelines to residents from April 13-23. It will notify the public and sellers of the changes while distributing posters about the revision.
개정안 시행 전 서울시는 4월 13일부터 23일까지 주민들을 대상으로 홍보를 진행하고 여러 지침을 제공할 예정이다. 또한 개정 사항에 대한 포스터를 배포하며 시민과 상인들에게 변경 사항을 공지할 예정이다.
From April 14 to March 15, a city-wide inspection will be conducted to ensure the new policy is being followed. This will target stores selling e-cigarettes, including unmanned facilities.
4월 14일부터 5월 15일까지 개정안 준수 여부 확인을 위하여 시 전역에 걸친 점검이 실시될 예정이다. 이는 전자담배를 판매하는 가게를 대상으로 하며 무인 시설도 포함된다.
"We will reinforce notification to ensure that the policy is accepted without confusion, while supporting those who seek to quit smoking for health," a Seoul official said.
서울시 관계자는 “혼선 없이 정책이 수용될 수 있도록 안내를 강화하는 한편 금연 희망자에 대한 지원도 병행할 것,” 이라고 말했다.
This includes anti-smoking treatment via Wrist Doctor 9988, Seoul's assisted health care program that encourages people to adopt healthy habits such as accumulating steps and tracking meals to accumulate points. The points can be used like cash at hospitals, pharmacies, convenience stores and other affiliated stores.

Those who have quit smoking for six months with the Wrist Doctor 9988 can get up to 19,000 points if they are verified through a city-run anti-smoking clinic.
손목닥터 9988을 통해 6개월간 금연에 성공한 뒤 시에서 운영하는 금연 클리닉에서 인증받은 시민은 최대 19,000 포인트를 받을 수 있다.
