South Korea has mastered the art of building what the world designs. The question now is whether it can design what the world will need next.
한국은 세상이 설계한 것을 만들어내는 기술을 완벽히 터득해왔다. 이제 문제는 세상이 앞으로 필요로 할 것을 설계해낼 수 있냐는 것이다.
The artificial intelligence strategy Seoul unveiled on Wednesday reflects a country trying to pivot from manufacturing excellence to technological leadership. Korea’s traditional strengths remain formidable: world-class fabrication, globally competitive memory production and the industrial discipline that turned midtier conglomerates into global powerhouses.
정부가 수요일 내놓은 인공지능전략은 제조업에서의 우위를 기술적인 리더쉽으로 전환하려는 국가 차원의 움직임을 보여준다. 한국은 여전히 세계적인 수준의 제조능력, 글로벌 경쟁력을 갖춘 메모리 생산 능력 그리고 중견급 재벌을 세계적인 기업으로 키워낸 기업 차원의 지식이라는 전통적인 강점을 굳건히 지키고 있다.
But these advantages alone are no longer sufficient in a world where value creation is shifting from hardware performance to algorithmic capability and system-level integration.
그러나 가치 창조가 하드웨어의 성능에서 알고리즘 상의 능력과 시스템 차원의 통합으로 옮겨가는 환경에서 이러한 강점들만으로는 더이상 충분하지 않다.
The new strategy revolves around a bid for “AI semiconductor supremacy,” supported by 700 trillion won ($476 billion) in projected private investment through 2047. Much of this capital is tied to physical expansion. Companies plan to build 10 new fabs and raise domestic production capacity to 7.9 million wafers per month.
새로운 전략은 2047년까지 민간 투자 예상액 700조원을 들여 "AI 반도체 패권"을 장악하는 것을 그 중심에 두고 있다. 이 투자액의 대부분은 실질적인 확장과 엮여있다. 기업들은 팹(반도체 생산공장) 10기를 새롭게 건설하고 국내 웨이퍼 생산량을 월 790만개까지 늘릴 계획이다.
The government plans to spend 1.27 trillion won for AI chip R&D, back next-generation memory optimized for AI workloads and allocate 620 billion won for packaging and compound semiconductors, two segments where Korea still trails global leaders.
정부는 인공지능 칩 연구개발에 1조 2천7백만원을 투자하고 AI에 특화된 차세대 메모리 사업을 지원하며 세계적인 선도기업에 비해 아직 한국이 취약한 분야인 패키징과 화합물 반도체에 6천2백억을 투입하기로 했다.
Seoul also aims to widen the supporting ecosystem. Materials, parts and equipment suppliers are expected to benefit from programs designed to reduce dependence on foreign inputs. A proposed Southern Innovation Belt connecting Busan, Gwangju and Gumi, North Gyeongsang Province, is meant to distribute talent and production beyond the Seoul metropolitan area and relieve geographic concentration in chipmaking.
한국 정부는 지원 생태계를 확대하는 것 또한 목표로 삼는다. 재료, 부품 및 설비 공급 기업들은 수입 의존도를 낮추도록 설계된 프로그램들을 통해 혜택을 입을 것으로 예상된다. 부산, 광주, 경북 구미를 연결하는 남부권 반도체 혁신벨트를 제안해 수도권 외 지역으로 인력 및 생산설비가 분산되도록 하고 반도체 제조 관련 지역쏠림을 해소하고자 한다.
Even the long-standing division between financial and industrial capital may be relaxed to channel funding toward riskier sectors that large banks have traditionally avoided.
장기간 지속되어 온 자본과 산업 간 분리도 완화되어 대형 은행들이 그간 피해온 위험이 좀더 높은 분야에 투자가 집중될 가능성도 있다.
Yet these commitments sit beside two conspicuous gaps. The first is power. The envisioned Yongin chip cluster in Gyeonggi Province is projected to require 15 gigawatts of power at full operation, which would be equivalent to more than 10 additional nuclear reactors.
그러나 이러한 계획에는 두 개의 눈에 띄는 허점이 있다. 첫째는 전력이다. 경기도 용인에 조성될 반도체 클러스터는 최대 15기가와트의 전력이 필요하며 이는 원자력 발전기 10대를 추가한 전력에 해당한다.
The strategy pledges to secure power and water infrastructure, but leaves unanswered questions about generation mix, transmission routes, environmental approval timelines and who ultimately pays for the upgrades. Without a credible electricity road map grounded in engineering realities, Korea risks building fabs that cannot operate at sustained capacity.
이 전략은 전력과 수력 인프라를 확보할 것을 내세우지만 발전 내용, 송전 경로, 환경 차원의 승인 스케줄 그리고 궁극적으로 개선 사업의 비용을 누가 부담할 것인지 등에는 답을 내놓지 못한다. 기술적인 현실에 바탕을 둔 신뢰할 수 있는 전력 로드맵이 없다면 팹을 건설한다 하더라도 지속적인 생산능력으로 가동되지 못할 위험이 따른다.
Labor policy is the second constraint. Despite repeated warnings from industry, the National Assembly preserved the 52-hour workweek in the latest semiconductor bill. Advanced chip design, verification and debugging often require concentrated bursts of extended work that do not fit neatly into uniform weekly caps.
노동 시책이 두번째 제한 요소다. 업계에서 수차 지적했음에도 불구하고 국회는 가장 최근의 반도체 법안에서 주 52시간 근무제를 유지했다. 첨단 반도체의 설계, 검증 및 오류 수정에는 종종 집중적으로 일할 시간이 필요하고 이는 일괄적인 주당 노동시간 상한을 넘기기도 한다.
The point is not to replicate China’s demanding work culture, but to recognize the operational realities of frontier R&D, where unexpected failures or design flaws can trigger weeks of nonstop iteration that rigid schedules fail to accommodate.
중국의 부담스러운 근로 문화를 따라가자는 것이 아니라 최첨단 연구개발 작업의 현실을 직시하자는 것이 요점이다. 예상치 못한 실패나 설계 오류가 있을 경우 수주간 쉬지 않고 반복해서 일해야하는 업계의 현실을 경직된 시간표로는 수용할 수 없다.
Competition adds further pressure. China’s state-backed semiconductor campaign continues to expand, supported by large investment funds, increasingly capable domestic foundries and tight coordination among ministries. Recent surveys suggest that China is rapidly closing the gap with Korea in overall semiconductor competitiveness, raising concerns about the country’s long-term industrial position.
경쟁은 여기에 압박을 더한다. 중국이 국가 차원에서 지원하는 반도체 사업은 대규모 투자 펀드, 능력이 신장되고 있는 국내 파운드리, 그리고 부처간 밀접한 협업에 힘입어 지속 성장하고 있다. 최근 조사에 따르면 반도체 경쟁력 전반에 있어 중국과 한국의 격차는 빠르게 줄어들고 있고 이는 반도체 산업에서 중국이 장기적으로 점할 위치에 대한 우려를 부른다.
Meanwhile, the US has adjusted export controls to allow selected advanced AI chips to reach China, complicating market decisions for Korean companies that depend on both economies for growth and must navigate a narrowing strategic corridor.
한편, 미국은 중국에 첨단 인공지능 반도체를 일부 허용하도록 수출 규제를 조정했다. 양국에 의존해 성장하는 그리고 차츰 전략적인 선택의 폭이 좁아지는 한국 기업들은 이로 인해 시장 관련 결정이 더욱 복잡해지게 된다.
South Korea has the financial scale, industrial depth and engineering talent to reconfigure the next chapter of the global semiconductor industry. Yet the distance between aspiration and execution remains wide.
한국은 세계적인 반도체 산업의 다음 장을 재정립할 재정적인 규모, 산업적인 깊이 그리고 기술력을 갖추고 있다. 그러나 포부와 현실 간의 거리는 여전히 크다.
The new strategy shows a country that understands what is at stake. Its success will hinge on whether policymakers address the constraints they have long set aside and match bold announcements with the practical decisions that technological leadership requires.
새로운 전략은 한국이 현안을 이해하고 있다는 것을 보여준다. 정책입안자들이 오래도록 미뤄둔 규제를 다루고 대담하게 선언한 내용에 선도 기술 기업들이 요구하는 실질적인 결정들로 대응할지의 여부에 성패가 달려있다.
Until then, the gap between Korea’s manufacturing legacy and its AI ambitions will continue to define the country’s semiconductor debate rather than its semiconductor future.
그전까지는 한국이 보유해온 제조 능력과 인공지능 관련 목표들 간의 차이는 계속해서 국가적인 반도체 산업의 미래가 아니라 관련된 논쟁의 주제로 남을 것이다.
