The presidential office accepted Kim Nam-kuk's resignation as presidential secretary for digital communication on Thursday.
대통령실은 목요일 김남국 디지털소통비서관이 제출한 사표를 수리했다.
Kim had offered to resign apparently to lessen the political burden he put on the presidential office by causing suspicions about cronyism and the power behind the throne.
김 전 비서관은 정실인사 의혹 및 실세 논란으로 대통령실에 부담을 주는 것을 줄이기 위해서 사의를 표명한 것으로 보인다.
However, it is questionable if such suspicions are confined to the issue that led to his resignation.
그러나 그런 의혹들이 사임으로 이어진 문제에 국한되느냐는 의문이 남는다.
On Tuesday during a plenary session in the main chamber of the National Assembly, Moon Jin-seog, deputy floor leader of the ruling Democratic Party of Korea, was caught on a photojournalist's camera exchanging text messages with Kim.
화요일 국회 본회의에서 여당인 민주당의 문진석 원내수석부대표가 김 전 비서관과 주고받은 문자메시지가 사진기자의 카메라에 포착되었다.
In the message, Moon asked Kim to recommend "our university alumnus" as president of the Korean Automobile & Mobility Association to Presidential Chief of Staff Kang Hoon-sik "because if I were to make a recommendation directly, Kang would oppose it."
문 수석부대표는 메시지로 "내가 추천하면 강훈식 실장이 반대할거니까"라며 김 전 비서관에게 "우리 대학 동창"인 홍성범을 한국자동차모빌리티산업협회 회장으로 강훈식 대통령 비서실장에게 추천해달라고 요청했다.
Kim replied, "Sure, Moon, I will recommend him to Hoon-sik and Hyun-ji." Hoon-sik refers to the presidential chief of staff and Hyun-ji apparently refers to Kim Hyun-ji, chief presidential assistant.
김 전 비서관은 "네 형님, 제가 훈식이 형이랑 현지 누나한테 추천할게요"라고 답했다. 훈식이 형은 대통령 비서실장을, 현지 누나는 제1부속실장을 칭하는 것으로 보인다.
Moon mentioned only Kang, but Kim added Hyun-ji. Kim Hyun-ji may feel victimized, but the mention of her name is perhaps not so surprising.
문 수석부대표는 강 실장만을 언급했으나 김 전 비서관은 김 실장의 이름을 더했다. 김현지 실장은 억울하다고 느낄 수 있으나 그 이름이 오르내린 것은 어쩌면 그다지 놀라운 일은 아니다.
Suspicion that she might pull the strings in the administration drew attention in connection with Kang Sun-woo's decision to withdraw from nomination as a minister in July.
김 실장이 현 정권에서 배후 실세일지도 모른다는 의혹은 7월 강선우 여성가족부 장관 후보자의 사퇴 결정 관련해서 주목을 끈 바 있다.

Kim Hyun-ji, who was general-affairs secretary at that time, was found to have made a call to Kang Sun-woo. After the call, Kang resigned.
당시 총무비서관이었던 김현지 실장은 강선우에게 전화를 했던 것으로 밝혀졌고 통화 후 강 후보는 사퇴했다.
People suspect that Kim Hyun-ji spoke with Kang Sun-woo about the matter of her resignation. They also wonder how a mere secretary, not chief of staff, could have such a conversation. Chief of Staff Kang said later that he gave Kim Hyun-ji a disciplinary warning over her call, which he deemed an overstep.
김 실장은 강선우 후보에게 사퇴에 관해 이야기한 것이 아니냐는 의심을 받고 있다. 비서실장도 아닌 비서관이 어떻게 그런 대화를 했는지 또한 의문이다. 강 비서실장은 이후 통화사실을 알고 김 실장에게 선을 넘었다며 주의를 주었다고 밝혔다.
Kim Nam-kuk said that he would recommend to "Hyun-ji" as well as to Kang, probably because he knew that Hyun-ji was the power behind the scenes. Moon did not raise an objection to the addition of Hyun-ji, either. Rather he said, "Thank you." Their conversation indicates that they knew something about how influence flows within the presidential office.
김남국 전 비서관이 강 비서실장 외에도 "현지 누나"에게 추천하겠다고 언급한 것은 아마도 김 실장이 막후 실세라는 것을 알고 있었기 때문일 것이다. 문 수석부대표 역시 김 실장을 추가한 것에 이의를 제기하지 않았다. 오히려 "고맙다"고 했다. 이 대화는 대통령실 내의 권력흐름에 대해 그들이 무언가를 알고 있다는 것을 보여준다.
Chief of Staff Kang on Sunday said that Moon's request was not delivered to him or Hyun-ji. However, the message was already exposed through news reports. The expression "not delivered" sounds awkward.
강 비서실장은 일요일 문 수석부대표의 요청이 자신이나 김 실장에게 전달되지 않았다고 말했다. 그러나 해당 메시지는 이미 뉴스보도를 통해 노출되었다. "전달되지 않았다"는 표현은 어색하게 들린다.
Of course, both Moon's request and Kim Nam-kuk's reply were inappropriate. Accepting Kim's resignation was a reasonable measure. Nonetheless, suspicions about the existence of a gray eminence or cronyism linger. They should be resolved clearly, not only for the sake of Lee but also for his chief assistant.
물론 문 수석의 요청도 김 전 비서관의 답변도 부적절했다. 김 전 비서관의 사표수리는 적절한 조치였다. 그럼에도 심복의 존재나 정실 인사에 대한 의혹은 남아있다. 이 의혹들은 대통령뿐 아니라 그 핵심참모를 위해서도 확실히 해소되어야 할 것이다.
In fact, the root of the suspicions is not Kim Nam-kuk, but Kim Hyun-ji. Yet the presidential office tries to conclude the text message issue with Kim Nam-kuk's resignation and move on. Merely accepting his resignation and then speaking as if that resolves the issue won't cut it.
사실 의혹의 뿌리에는 김남국 전 비서관이 아니라 김현지 실장이 있다. 그러나 대통령실은 이 문자메시지 건을 김 전 비서관의 사직으로 무마하고 넘어가려고 하고 있다. 사의를 받아들이고 그것으로 문제가 해결된다는 식으로 말하는 것으로는 부족하다.
The prevailing view is that the presidential office threw Kim Nam-kuk under the bus. The public suspects Kim Hyun-ji of having some influence on Lee but little is known about her. Curiously, the presidential office won't disclose her personal information in the way it does with other staff. The ruling party aborted the opposition party's bid to call her as a witness in a parliamentary hearing. Suspicions cannot but grow.
대통령실이 김남국을 희생양으로 삼았다는 의견이 다수이다. 대중들은 김현지 실장이 대통령에게 일정한 영향력을 행사한다고 생각하고 있지만 그녀에 대해 알려진 것은 거의 없다. 대통령실이 다른 참모진과는 달리 김 실장에 대해서는 개인적인 정보를 공개하려고 하지 않는 점 또한 특이한 점이다. 여당은 김 실장을 국정감사에 증인으로 출석시키라는 야당의 요구를 거부했다. 의혹은 커져갈 수 밖에 없다.
The text message incident is a warning bell for the presidential office. If there were an official within the presidential office who inspects its internal workings, power-related corruption could be prevented.
문자메시지 사건은 대통령실에 경종을 울렸다. 대통령실 내에 내부 운용을 감찰할 수 있는 관료가 있다면 권력형 부패를 예방할 수 있을 것이다.
Kang said Sunday that it is the presidential office's position to appoint a special inspector who will investigate only allegations involving the president's kin if the National Assembly recommends candidates. Legislators should not delay making a recommendation. Also, special inspections should be expanded to secretaries. Most aides, including Kim Hyun-ji, have worked with Lee for a long time. They hold secretary-level positions.
강 비서실장은 일요일 국회가 후보를 추천한다면 대통령의 친인척 관련 의혹을 전담 조사할 특별감찰관을 임명하겠다는 것이 대통령실의 입장이라고 밝혔다. 국회는 후보를 추천하는데 지체가 있어서는 안될 것이다. 또한 특별감찰은 비서관까지 대상이 확대되어야 한다. 김현지 실장을 포함한 대부분의 보좌관들이 대통령과 오랜 기간 함께 일해왔고 비서급의 직책을 갖고 있다.
