Votes by merchant seamen working overseas are expected to cost the most, to tally at around 154,000 won (US$140) per person, compared with other ballots to be cast in December‘s presidential election, the government said Wednesday.

That figure is about 26 times the average ballot cost, which is estimated to reach 5,830 won, according to officials at the Ministry of Public Administration and Security and the National Election Commission, the country’s election watchdog.

About 40.5 million citizens will be eligible to cast their votes in the Dec. 19 polls, and the government has budgeted about 236 billion won for collecting and counting their ballots, they said.

On-board voting for overseas crew members is set to take place for the first time this year via satellite fax following a constitutional appeal.

“It costs much more for overseas residents or crew members to cast their votes, but that‘s the price we have to pay to guarantee the people’s political rights,” said one ministry official who spoke on condition of anonymity.

A total of 2 billion won has been budgeted for collecting the votes of a maximum of 13,000 merchant seamen.

In contrast, the government has allocated about 95,000 won for each overseas resident and 11,000 won for absentee ballots within the country. (Yonhap News)

우리 국민 중 누구 표가 제일 비쌀까?

올해 대통령선거에서 유권자 1인당 비용이 가장 많이 드는 표는 누구의 표일까.

24일 행정안전부와 중앙선거관리위원회에 따르면 올해 대통령선거에서 한 표를 행사할 19세 이상 유권자 4천52만8천52명의 투ㆍ개표 등에 들어갈 예산은 총 2천363억원이다.

국내 유권자 1인당 투표하는 데 5천830원이 드는 셈이다.

국내 부재자 투표자나 거소 투표자는 부재자투표 용지 봉투 발송료 3천610원과 회송용 봉투 회수료 1천750원이 추가로 들기 때문에 1인당 1만1천190원이 든다.

재외국민은 투표 등록자 22만3천557명에게 책정된 예산이 212억원이기 때문에 1인당 9만4천830원이 소요된다.

재외 선거인은 현지 공관에서 부재자 투표를 하면, 봉인해 금고에 보관하다가 외교행낭에 넣어 해당 선거인의 거주지 투표소로 보내기 때문에 항공운송료나 인건비 등이 추가로 소요된다.

1인당 가장 많은 돈이 드는 것은 올해부터 도입된 선상투표다.

선상투표는 해외에서 조업 중인 선원 등이 위성통신 팩스로 투표할 수 있도록 한 제도로, 한 외항선원이 헌법소원을 낸 끝에 도입됐다.

모두 20억원의 예산이 책정돼 있는데, 최대 예상인원인 1만3천명이 모두 투표한다고 해도 1인당 15만3천846원이 든다. 국내 일반 유권자 1인당 드는 비용의 26배에 달한다.

선박에 선상투표를 안내하는 것은 물론 특수 투표용지를 팩스로 넣어주고 다시 받을 때 이용하는 위성통신 비용이 많이 들어가기 때문이다.

행안부 관계자는 “재외국민이나 외항선원은 한 표를 행사하는데 비용이 더 들기는 하지만, 국민의 참정권을 보장하려면 그 정도는 감수해야 하는 상황”이라며 “헌재 판결도 같은 취지”라고 말했다.

한편, 19세 이상 우리나라 인구 중 한 표를 행사할 수 없는 이들은 11만명 가량으로 추산된다.

공직선거법에 따르면 우리나라 19세 이상 주민등록인구 중 선거권이 없는 사람은 금치산선고자, 금고이상의 형을 선고받고 집행이 끝나지 않은 자, 선거사범 등이다.

지난 19대 총선 당시 19세 이상 주민등록자 수와 선거인명부 확정일 기준 선거권자 수의 차이는 11만1천33만명, 17대 대선 당시는 11만559명이었다. (연합뉴스)
