Washington’s AI controls expose limits of Korea’s dependence on foreign platforms
The most consequential feature of advanced AI may not be what it can do, but who can deny access to it.
The US administration’s June 12 decision to restrict foreign access to Anthropic's newest artificial intelligence models, Mythos 5 and Fable 5, marks a turning point in the politics of technology.
The bombshell executive order extended beyond overseas users, affecting foreign nationals inside the United States and institutions that had expected to use the models for research and cybersecurity. Within days of their release, access effectively vanished for much of the world.
The immediate dispute concerns security vulnerabilities and the possibility that safety controls could be bypassed. The larger significance lies elsewhere. For years, governments treated advanced semiconductors, manufacturing equipment and cloud infrastructure as strategic assets.
Now the software layer itself is entering that category. Access to frontier AI is no longer secured by a subscription fee. It increasingly depends on political approval.
South Korea often takes comfort in its place within the global AI supply chain. It produces world-class memory chips and remains indispensable to advanced computing systems.
Yet recent events reveal the limits of that advantage. The most influential AI models, the largest cloud platforms and much of the surrounding ecosystem remain concentrated in a handful of US firms. Hardware strength does not automatically confer technological autonomy.
The lesson is uncomfortable because it exposes a new dependency. When access to a frontier model can be restricted by a foreign administrative decision, dependence becomes more than a commercial concern.
Cybersecurity, telecommunications, finance and public administration are becoming increasingly intertwined with advanced AI systems. If essential capabilities rest entirely on external providers, a decision made abroad can quickly reverberate at home.
Nor should Korea assume that geopolitical alignment guarantees protection. Reports that organizations linked to international cybersecurity cooperation could be affected by the restrictions illustrate a harsh reality. Strategic technologies are ultimately governed by national interests, even among close partners.
This is why discussions about sovereign AI must move beyond rhetoric. The concept is often framed as a race to build a domestic equivalent of America's most advanced models. That is neither realistic nor necessarily desirable.
A more practical objective is freedom of action.
China’s response to technology restrictions offers one lesson. Faced with external constraints, Chinese firms expanded domestic ecosystems, encouraged open-source development and emphasized efficiency alongside scale.
Korea need not replicate that approach, but it should take a hint from the strategy. Countries are strongest when critical capabilities are not concentrated in a single foreign supplier.
That means supporting domestic foundation models where advantages exist, encouraging adaptation of open-source architectures and expanding computing infrastructure available to local firms. More importantly, sectors tied directly to national security and public services should possess AI capabilities that remain under domestic control regardless of policy shifts abroad.
The government’s role is equally important. A country that frequently invokes sovereign AI should not leave key leadership positions vacant or allow policy coordination to drift. Talent development, computing infrastructure, regulatory reform and long-term investment require a coherent national strategy rather than periodic bursts of political enthusiasm.
The Anthropic episode may ultimately prove temporary. Access restrictions can be revised and political priorities can change. Yet the broader message is likely to endure: Advanced AI is moving from the marketplace into the realm of national strategy.
The question for South Korea is not whether it can replicate Silicon Valley. It is whether the systems underpinning its economy, public services and national security will remain functional when critical decisions are made elsewhere.
In the emerging AI order, sovereignty begins not with ownership of every technology, but with control over what matters most.
