A man in his 30s, who is accused of stabbing to death a complete stranger Monday, said he did it because of the stress from being victimized by scammers.

Seocheon Police Station in South Chungcheong Province said Monday it has arrested the suspect, accused of murdering the victim, who was in her 40s, in Seocheon-gun in the early hours of the morning.

The victim was found dead at around 3:45 a.m. Monday, after her family filed a missing person's report to the police just before midnight.

Investigators believe the suspect and the victim were not acquainted at all. He had been wandering around the district, and attacked the victim when he ran into her.

"I've recently lost a lot of money because of a scam. I suffered from so much stress, and it was hard because the world didn't seem to help me," the suspect told police, admitting to stabbing the victim to death.

Investigators believe that the suspect had planned to attack a victim at random, and is considering applying to have the suspect's personal information revealed.

The authorities can make public the face, name, and age of a suspect if they are accused of certain types of violent crimes — including murder, insurrection, terrorism and sex crimes — subject to approval by a deliberation committee affiliated with the police agencies of each region.
