A ranking police officer, who was recently disciplined for his insulting text message to President Lee Myung-bak, was additionally punished with a pay cut on Friday.
The disciplinary body of Gyeongnam Provincial Police Agency in Changwon, about 400 km southeast of Seoul, imposed a two-month pay reduction on the 39-year-old officer, known only by his family name Yang, for compromising his decency and breaching his duties as a public police officer in sending the message to the president.
On the eve of the Lunar New Year holiday late last month, Lee texted a greeting to all police officers nationwide, saying, "I appreciate your devotion in serving the nation."
Accusing Lee of favoring prosecutors in the recently revised jurisdiction for criminal investigation, Yang said in his text message back to the president, "You've changed this country from prosecution republic to prosecution empire. I will judge you as a voter."
The disobedient message reflected a prolonged dispute between police and prosecutors over a presidential decree that police say limits their investigative power. It took effect at the beginning of 2012 despite strong protest from the police.
Shortly after the controversial reply message, Yang was relegated from his post as the chief of the investigation department at Jinhae Police Station in South Gyeongsang Province to a less important post in charge of road traffic service. (Yonhap News)
대통령에 '심판' 문자메시지 보낸 경찰간부 징계 경남경찰청, 양영진 경감에 감봉 2개월 결정 경찰관들을 격려하는 이명박 대통령의 문자메시지에 '심판하겠다'란 내용의 답신을 보내 물의를 빚은 경찰 간부가 징계를 받았다.
경남지방경찰청 보통징계위원회는 3일 국가공무원법상 성실ㆍ품위유지 의무와 경찰공무원 복무규정을 위반한 양모(39) 경감에게 감봉 2개월 징계를 결정했다.
양 경감은 이날 오전 열린 징계위에 출석해 자신의 입장을 설명했으며, 징계 결 과에 대해 "징계위원회 결정을 존중하고 수용하겠다"고 밝혔다.
징계위는 양 경감의 직무태도, 비슷한 사례에 대한 처벌내용 등을 고려해 징계 수위를 정했다고 설명했다.
경찰 징계에는 견책, 감봉의 경징계와 정직, 강등, 해임, 파면의 중징계가 있다.
양 경감은 설 연휴 첫날인 지난달 21일 이 대통령이 보낸 격려 문자메시지에 "
검찰 공화국을 검찰 제국으로 만드셔 놓고 무슨 염치로 이런 문자를 일선 경찰관에게 보내셨느냐. 국회의 입법권을 무시한 처사, 시대를 거꾸로 돌려놓으신 행보에 대 해 제복을 입은 시민이자 유권자의 한 사람으로서 반드시 심판하겠습니다"는 답신을 보냈다.
그는 자신의 페이스북에 이 대통령과 답신한 문자메시지를 찍은 사진을 올렸다가 문제가 되자 삭제했다.
"의도와 다르게 대통령을 비난하는 것으로 오해된 데 대해 진심으로 사과한다"는 글도 썼다.
그러나 조현오 경찰청장은 경찰 내부망에 글을 올려 강력한 유감을 표명했다.
조 청장은 "제복을 입은 공무원으로서 도저히 생각할 수 없는 부적절한 내용으로 답변을 보냈다. 매우 실망스럽고 경찰관으로서 있을 수 없는 일이다"고 비판했다.
양 경감은 지난달 말 경남경찰청 정기 간부인사를 통해 진해경찰서 수사과장에서 경남경찰청 경비교통과 교통지도관으로 문책성 전보됐다.
경찰대 12기로 수사분야에서 주로 근무한 양 경감은 지난해 총리실의 수사권 조 정 강제조정안에 항의하는 과정에서 수사 경과(警科) 반납운동을 주도하고 소셜네트 워크 서비스(SNS)나 토론회에서 경찰의 입장을 대변해 왔다.
