A Korean version of the Pirate Party could be established within the Democratic United Party.
Lee Seung-hwan, a member of an online activist group working for freedom of expression within cyber space, plans to apply to DUP’s proportional representative plan for those aged between 25 and 35.
While the plan is not directly connected to the establishment of a Pirate Party within the DUP, forming a similar organ within the party has come up in the past.
In the run up to the DUP’s leadership race, former secretary-general of the Korean Young Men’s Christian Association Lee Hak-young said that setting up a Pirate Party within the DUP would be one of his priorities if he is elected the new party’s chairman. Lee eventually lost the leadership race to Han Myeong-sook.
In an interview with a local news agency, Lee said that he plans to seek a place among the DUP lawmakers through the newly introduced scheme.
Lee said that cyberspace is highly important, and that the repression of freedom of expression under the current administration needs to stop.
He also said that the established political parties have not concerned themselves with internet culture, and that he will use half of his salary for supporting the online group and other non-governmental organizations if he gains a seat in the National Assembly.
The plan for giving a number of proportional representatives’ posts to those in younger age groups was introduced as part of the DUP’s efforts to attract younger voters. Those applying under the program will be put through an open audition-like selection processes. The party plans to select two male and female candidates and place them in positions favorable for selection as proportional representatives.
At the close of the initial round of applications, 328 people applied, falling far short of the 500 applications the party had expected.
The first Pirate Party was established in Sweden 2006. Soon after, Pirate Parties were established in and outside Europe. The number of countries where a Pirate Party exists or discussions for founding one is underway stands at more than 40.
Pirate parties mainly concern themselves with patent and copyright laws, freedom of information and internet-related policies.

'해적당' 민주 청년비례 진입 시도
한국판 `해적당'이 민주통합당으로 진입을 시도 해 눈길을 끌고 있다.
IT업계 종사자, 전문 파워 블로거, 유력 언론인, 교수 등으로 이뤄진 자율적인 모임인 `인터넷 주인찾기'의 일부 회원들이 민주당 내 해적당 건설을 꿈꾸고 있다.
해적당은 인터넷상에서 표현의 자유를 기치로 저작권 등 각종 `넷(net) 정책'의 개혁을 내걸며 2006년 스웨덴에서 시작해 유럽 전역으로 번지고 있다.
특히 독일 해적당은 최근 당 지지율이 8%대에 이르는 등 상승 추세다. 이들은 넷 정책 이외의 정치ㆍ사회적 현안에는 거의 관여하지 않는다.
국내에서는 아직 해적당을 건설할 수 있는 기반이 약한 상황에서 민주당이 야심 차게 내건 청년 비례대표제는 한국판 해적당의 창구로 떠올랐다.
깃발을 먼저 든 인사는 `인터넷 주인찾기'에서 활발하게 활동하고 있는 이승환( 30)씨다. 온라인 홍보 일을 하는 이씨는 조만간 청년 비례대표에 신청할 계획이다.
이씨는 연합뉴스와의 통화에서 "청년 비례대표로 반값 등록금과 반(反) 한미 자
유무역협정(FTA) 어젠다가 가장 많이 이야기되고 있다"면서 "우리에게 가장 중요한 공간은 인터넷이라고 생각한다"고 말했다.
이어 "이번 정부 들어 표현의 자유가 위축됐다"면서 "변화해야 한다"고 말했다.
이씨의 지원 과정에는 일부 `인터넷 주인찾기' 회원들이 도움을 주는 것으로 전 해졌다.
이 같은 움직임에는 민주당이 18대 국회에서 미디어ㆍIT 관련 사안과 관련, 미 디어법과 미디어렙 문제 외에는 사용자들이 관심도가 높은 표현의 자유 문제와 각종 IT 정책에 대한 관심도와 이해력이 떨어졌다는 인식이 뒷받침돼 있다.
새로운 대안이 필요하다는 관점인 셈이다.
이씨는 "기존 정치권이 인터넷 문화 자체에 대한 고민이 없었다"면서 "국회에 입성하면 연봉의 절반을 `인터넷 주인찾기'와 시민단체에 지원하고 이들과 팀블로그 를 만들어 각종 제도 개선을 연구하고 실행할 것"이라고 말했다.
`인터넷 주인찾기'외에도 진보네트워크와 녹색당 창준위 등도 한국판 해적당의 필요성에 공감하고 있는 것으로 전해졌다.
민주당 내 해적당 도입은 지난 지도부 경선 과정에서 후보로 나섰다가 탈락한 이학영 전 YMCA 사무총장이 공약으로 내걸기도 했다.
이 전 사무총장은 당시 연합뉴스와의 인터뷰에서 "노후화된 정당을 20∼40대가 참여하는 정당으로 바꿔야 한다"면서 "청년 해적당을 민주당 내 온라인 정당으로 만 드는 일을 가장 먼저 하고 싶다"고 말했다.
이와 관련해 민주당 일각에서 긍정적인 반응도 나타나고 있다.
당 핵심 관계자는 "대통령제 아래에서 제3정당의 건설이 어려운 상황에서, 당내 당으로 온라인에 전문성을 가진 해적당이 들어오는 것은 바람직하다"고 말했다. (연합뉴스)
