Uganda reaffirms pledge to sever N.K. ties 우간다, 북한과의 협력관계 중단 약속 확인

South Korea and Uganda on Monday reconfirmed the African state’s pledge to cut its ties with North Korea, claiming that an earlier news report denying such plans was a misunderstanding. Cheong Wa Dae had announced Sunday that Ugandan President Yoweri Museveni, during his summit with South Korea counterpart Park Geun-hye, pledged to cut ties with North Korea and to partake in the international moves to sanction Pyongyang for its nuclear program.

월요일 한국과 우간다 양국은 북한과의 협력을 중단하겠다는 우간다의 약속을 부정한 보도가 오해라며 이같은 약속을 확인했다. 청와대는 일요일 요웨리 무세베니 우간다 대통령이 박근혜 대통령과의 정상회담에서 북한과의 협력관계를 중단하고 북핵에 대해 북한을 제재하는 국제적 움직임에 참여하겠다고 약속했다고 발표했었다.

“I have instructed officials to faithfully enforce the U.N. Security Council resolution, including disengagement from North Korea in the security, military and police sectors,” Blue House spokesperson Jeong Yeon-guk quoted Musevini as saying.

정연국 청와대 대변인은 무세베니 대통령이 “안보, 군사, 경찰 분야에서 북한과의 협력 중단을 포함한 유엔 안보리 결의를 충실히 이행하도록 지시했다”고 말했다고 전했다.

The international organization in March imposed the toughest sanctions on Pyongyang, in the wake of its fourth atomic test in January and a long-range rocket launch a month later.

유엔은 1월 북한이 4차 핵실험, 장거리 로켓 발사를 감행한 한달 뒤 사상 가장 강력한 대북 제재를 부과했다.

Such an unprecedented level of commitment, according to senior presidential secretary for foreign affairs, will send a meaningful message to the continent as Uganda is a major African country to have close relationships with the communist regime.

우간다는 북한과 가까운 관계에 있는 주요 아프리카 국가이므로 대통령 외교안보수석 비서관에 따르면 유례가 없는 이러한 약속은 아프리카에 의미있는 메시지를 보낼 것이다.

But this diplomatic achievement which South Korea’s presidential office hailed in the course of Park’s swing through key African states was soon overshadowed by a contradicting news report.

그러나 박 대통령의 아프리카 순방 중 맞이한 이 외교적 성취는 이를 부정하는 뉴스 보도로 곧 빚이 바랬다.

France-based news agency AFP reported, shortly after Cheong Wa Dae’s announcement, that Uganda’s official channels had hit back at South Korea’s claim, indicating that South Korea may have committed a diplomatic discourtesy or exaggerated its accomplishment.

프랑스의 AFP는 청와대 발표 직후 우간다 관계자가 한국 정부의 주장에 반박했다고 보도해 한국이 외교 결례를 범하거나 성과를 과장했을 가능성을 시사했다.

“That is not true. Even if (such an order) were to be made, it cannot be made public,” the African state’s deputy government spokesperson Shaban Bantariza was quoted as telling the news agency.

샤반 반타리자 우간다 정부 부대변인은 “사실이 아니다. 그런 지시가 있었다고 해도 공개될 수 없다”고 말했다.

Soon after the news report, the foreign ministries of both countries refuted the Ugandan official’s words. “We are disengaging the cooperation we have with North Korea, as a result of U.N. sanctions,” Ugandan Foreign Minister Sam Kutesa said in news aired by local broadcaster NBS, according to Seoul.

보도 직후 양국 외교부는 그의 말에 반박했다. 한국 정부에 따르면 현지 방송 NBS가 방송한 뉴스에서 샘 쿠테사 외교장관은 “유엔 제재에 따라 북한과 협력을 중단한다”고 말했다.

The Ugandan minister went on to denounce North Korea’s nuclear armament as a threat to world peace and violation of the Nonproliferation Treaty.

쿠테사 장관은 북한의 핵무장이 세계 평화에 대한 위협이자 핵확산금지 조약 위반이라고 비난하기도 했다.

The South Korean ministry also referred to a report by the Wall Street Journal which, quoted the deputy spokesperson as saying that President Museveni had ordered officials to halt all military ties with North Korea.

한국정부도 반타리자 부대변인이 무세비니 대통령이 북한과의 모든 군사 협력을 중단하라고 지시했다고 말했다는 월스트리트 저널의 보도를 언급했다.

“There is thought to have been some miscommunication within the Ugandan government,” said an official of Seoul’s Foreign Ministry. Uganda, while welcoming the South Korean president for the first time, has engaged in military cooperation with North Korea since the 1960s. Museveni, since taking power in 1986, has visited the North three times and met with former state leader Kim Il-sung and incumbent Kim Jong-un.

외교부 한 관계자는 "우간다 정부 내 의사전달에 일부 문제가 있었던 것으로 생각된다,"고 말했다. 한국 대통령의 첫 방문을 환영하고 있는 우간다는 1960년대부터 북한과 군사협력을 맺어왔다. 무세비니 대통령은 1986년 권력을 잡은 이후로, 3차례 북한을 방문했으며 과거 국가 지도자였던 김일성과 현 지도자인 김정은을 만났었다.

Meanwhile, Park wrapped up her agenda in Uganda on Monday and departed for Nairobi, Kenya, the last stop on her three-nation tour of Africa.
