Busan Mayor Park Heong-joon had his head shaved Monday in front of the National Assembly in Seoul to protest delays in passing a bill he says is aimed at developing Busan into a global hub city.

Park, a member of the main opposition People Power Party, argued that the ruling party-controlled parliament’s failure to deliberate on the proposal amounts to regional discrimination against Busan, noting that similar special bills for Gangwon and North Jeolla provinces had recently advanced while Busan’s bill has not.

The Special Act on the Development of Busan as a Global Hub City seeks to grant regulatory and tax incentives in sectors such as logistics, finance, new industries, tourism and education.
