Ministry plans drug vending machines
보건복지부, 의약품자판기 설치 예고
The South Korean government said Tuesday that it will propose a revision bill to the current pharmaceutical law, in order to enhance the availability of medicine and first-aid medical supplies to citizens.
한국정부가 의약품과 응급약품에 대한 시민들의 이용가능성을 높이기 위한 목적으로 화요일, 현행 약사법 개정안을 제안할 것이라고 밝혔다.
The Ministry of Health and Welfare said they are preparing to propose the revision by Aug. 28. If the bill passes, pharmacists will be allowed to install medicine vending machines in front of their pharmacies.
보건복지부는 8월28일까지 약사법 개정안 발의를 준비하고 있다. 개정안이 통과될 경우, 약사들은 약국 앞에 자동판매기를 설치할 수 있게 된다.
The Pharmaceutical Affairs Act states in Article 50 that an owner or a seller who runs a pharmacy should not provide medicine, including over-the-counter drugs, outside the designated pharmacy or store.
약사법 50조에는 약국 운영자나 판매업자는 지정된 약국이나 점포 밖에서 일반의약품을 포함한 약을 제공해서는 안 된다고 명시돼있다.
According to the ministry, installation of medicine vending machines would help citizens purchase general drugs anytime, even at midnight and during public holidays.
복지부에 따르면, 의약품 자판기 설치로 소비자들은 언제든, 심지어 한밤중이나 공휴일에도 일반의약품을 구매할 수 있게 될 것이다.
General medicine such as digestive pills and nutritional supplements will be available to purchasers through medication counseling from a pharmacist, via voice call on a monitor attached to the vending machine.
소화제와 영양제 같은 일반의약품이 자판기에 부착된 모니터에서 음성통화를 통한 약사의 복약지도를 통해 구매자들이 살수 있게 될 것이다.
The ministry said the revised bill will include strict regulations such as requiring pharmacists to check the expiry of drugs on regular basis and to store recordings of voice calls with purchasers for six months.
복지부는 개정안에, 약사들이 정기적으로 약품의 유효기간을 확인하도록 하고 구매자들과의 음성통화 기록을 6개월 동안 보관하도록 하는 등 엄격한 규정이 포함될 것이라고 밝혔다.
The measure, however, is vehemently opposed by the industry and the opposition parties.
그러나 이러한 조치는 제약업계와 야당의 거센 반발을 받고 있다.
The Korean Pharmaceutical Association said in a statement that “medicine is different from gums or soft drinks,” and a face-to-face medical checkup to provide medicine is needed to prevent possible drug abuse or misuse.
대한약사회는 성명을 통해 “의약품은 껌이나 음료수와 다르며”, 약을 제공하기 위한 대면 건강진단이 약물남용이나 오용 가능성을 막기 위해 필요하다고 밝혔다.
The Korean Federation Medical Activist Groups for Health Rights also argued that installation of medicine vending machines may have side effects for those who are sick due to insufficient information on the exact dosage and purpose of medicine.
또한 건강권 실현을 위한 보건의료단체 연합은 의약품 자판기 설치는 정확한 복용량과 의약품 용도에 대한 불충분한 정보로 인해 아픈 사람에게 부작용을 초래할 수도 있다고 주장했다.
The main opposition The Minjoo Party also viewed the plan as “dangerous” with high risk of the machines malfunctioning or spoiling. It added that the idea is contrary to the current law, which mentions the principal of face-to-face sales for all medicine.
제1야당인 더불어민주당도 기계 오작동이나 고장 위험성이 높은 상황에서 의약품 자판기가 “위험”하다는 입장이다. 더민주는 이러한 발상이 모든 의약품에 대한 대면 판매를 원칙으로 언급하고 있는 현행법에 배치된다고 덧붙였다. (코리아헤럴드 06월29일자)
