Private day cares go on strike over new limits 2016.07.01
맞춤형 보육 강행, 민간 어린이집 파업 돌입
Some 14,000 day care centers nationwide started a two-day strike on Thursday in protest against the government`s new limit on their full-day services from next month, which they fear will lead to operating difficulties. The government recently announced a new child care policy for toddlers aged 48 months and younger, which aims to balance demand and supply.
전국 약 1만4천 개 어린이집이 다음달부터 종일반에 대한 정부의 새로운 제한조치에 반대해 목요일, 이틀간의 파업에 들어갔으며 어린이집은 운영 차질을 빚을 것이라고 우려하고 있다. 정부는 최근, 수요-공급의 균형을 맞추기 위한 목적으로 48개월 이하 유아에 대한 새로운 보육정책을 발표했다.
Under the new rule, which goes into effect from next month, toddlers aged 2 and younger with a stay-at-home parent can only use the day care centers for up to six hours. Children of working parents will continue to be eligible to use the facilities for up to 12 hours.
다음달 시행되는 새 규정에 따라, 부모가 집에 있는 2세 이하 아동은 최대 6시간 동안만 어린이집을 이용할 수 있다. 부모가 일을 하는 아동은 계속해서 최대 12시간 까지 어린이집을 이용할 수 있게 될 것이다.
The all-day classes will operate from 7:30 a.m. to 7 p.m., while the “tailored” classes will open from 9 a.m. to 3 p.m. An additional 15 hours of care will be available per month for single-income parents in case of emergencies, according to the new regulation. The government has also exempted children of parents seeking jobs and those with disabled or sick parents.
종일반은 오전 7시30분부터 저녁 7시까지 운영되며 맞춤반은 오전 9시부터 오후 3시까지 운영될 예정이다. 새 규정에 따르면, 외벌이 가정은 비상시 한 달에 추가로 15시간의 보육서비스를 받을 수 있다. 또한 정부는 구직 중이거나 장애인 혹은 몸이 불편한 부모의 자녀는 제외시켰다.
The new system announced by the Health and Welfare Ministry was immediately met with opposition. The opponents, mainly private day care centers, claimed that the new rule will lead to downsized state subsidies due to the reduced quota for full-day services, which they said will inevitably lead to poorer working conditions for staff. The state subsidies given to tailored classes are 80 percent of those for full-day classes.
보건복지부가 발표한 이 새로운 제도는 즉각 반대에 부딪쳤다. 주로 민간 어린이집인 반대론자들은 새 법규가 종일반 정원 감소로 인해 정부 보조금 축소로 이어질 것이라고 주장했으며 이는 불가피하게 교사에 대한 보다 열악한 근무조건을 초래할 것이라고 말했다. 맞춤반에 지원되는 정부보조금은 종일반의 80% 수준이다.
The measure was also criticized by single-income families who will be forced out of the full-day services and some double-income households who worry about the increased documentation that they need to provide to prove their income sources.
또한 이러한 조치는 종일반에서 쫓겨날 수 밖에 없는 외벌이 가정과 소득원 입증을 위해 제출해야 하는 서류가 늘어난 것을 우려하는 일부 맞벌이 가정들에 의해 비난 받았다.
The government counters that the overall budget to subsidize child care has been raised by 6 percent this year, so the eventual revenue of the child care centers will not be affected. Welfare Minister Chung Chin-youb said the government would sternly deal with an illegal strike by the day care centers.
정부는 보육료 지원을 위해 올해 전체 예산을 6% 가량 늘렸으므로 결과적으로 어린이집의 수익은 영향을 받지 않을 것이라고 반박했다. 정진엽 복지부 장관은 정부가 어린이집의 불법 파업에 대해 단호히 대처할 것이라고 말했다. (코리아헤럴드 06월24일자 기사)
