Local autonomy should be adopted in North Korea after unification: report

South Korea needs to introduce a local autonomy government system in North Korea for social integration if the South-led unification takes place, a report showed Wednesday.

The adoption of such a system in North Korea will contribute to bringing integration and stability to a unified Korea as it can give North Koreans a chance to embrace democracy, according to the report by the Industry Academic Cooperation Foundation under Handong Global University.

The report was written at the request by the Unification Ministry.

South Korea introduced a local autonomy government system in 1991 under which South Koreans elect heads of provincial governments and members to local assemblies. North Korea is being tightly controlled by the North's leader Kim Jong-un's ironfisted rule.

"In the early stage of the post-unification period, there is no need to operate a local autonomy government system in North Korea in the same way as that of South Korea," it said. "It would be desirable for South Korea to take a gradual step by taking into account the North's situation."

North Korea has rebuked South Korea for preparing to unify the divided two Koreas by absorbing it, while South Korea has said its official position is that inter-Korean unification should be done through mutual agreement. (Yonhap)
