A growing number of crimes committed in foreigner-concentrated residential areas is raising calls for more government measures.

With over 1.4 million foreigners currently residing in Korea, the number of violent crimes reported has jumped by 3,000 this year from 2009, according to a report in MBN news.

Police investigated cities and areas where many foreigners live, including Seoul, Gyeonggi Province, Pyeongtaek and Daegu, for crimes commited by foreigners. Of the 464 foreign suspects caught, 186 were charged with violent crimes, accounting for nearly half. Of the suspects, 75 were charged with gambling, 62 for illegal immigration and 8 for drug charges.

Of the total 464 suspects, 29 were arrested and 435 were booked without detention, according to police.

In one case, four foreigners were arrested for kidnapping a Korean citizen, then stealing 5.6 million won ($5,000). They allegedly met on a gambling website, said police.

In a separate incident, one Uzbekistani employee working at a clothing store in Kyungnam was charged with stealing money from the store’s cash register.

Police have designated 36 areas to be tightly monitored and plan to offer counseling for victims of domestic and sexual violence.

외국인밀집지역 범죄 매년 증가해 골치거리

한국에 체류하고 있는 외국인이 매년 증가하고 있는 추세지만, 외국인밀집지역서 범죄가 늘면서 주민들의 불안이 커지고 있다.

현재 국내에 체류하고 있는 외국인은 140만 명을 넘었는데, 외국인의 폭행은 3년 전과 비교해 3천 건이나 증가한 것으로 확인됐다.

경찰이 서울 용산과 경기 평택, 대구 등 외국인 밀집지역을 중심으로 집중 치안 점검활동을 벌여 강도와 강간 등 범죄를 저지른 외국인 피의자 464명을 검거했다. 경찰에 따르면 이 기간 단속된 외국인 범죄 유형별로는 폭력사범이 186명으로 전체 40.1%로 가장 많았으며 도박사범이 75명, 불법 입출국자 62명, 마약 8명, 강도 4명, 강간 3명, 기타 126명으로 집계됐다. 단속된 외국인 중 29명을 구속, 나머지 435명을 불구속 입건됐다.

실제 경찰은 경기 안산시의 한 유흥주점에서 여자친구 문제로 다투던 중 자국인 피해자를 집단 폭행한 혐의로 베트남인 6명을, 도박장에서 돈을 잃자 피해자를 납치,감금해 현금 등 566만원 상당을 빼앗은 혐의로 외국인 4명을 각각 검거했다.

또 경남 창원의 외국인 밀집지역에서 한 우즈베키스탄인이 옷가게에서 주인이 없는 틈을 타 금고 안의 돈을 훔쳤다. 앞서 지난 4월엔 서울 영등포에서 중국 동포가 임금문제로 말다툼 끝에 직업소개소 소장을 흉기로 찔러 살해한 경력이 있다.

경찰은 이와 관련해 서울 영등포, 경기 안산시 등 주요 외국인밀집지역 36개소를 외사치안강화구역으로 지정, 범죄예방 활동을 강화하는 동시에 외국인 대상 성폭력,가정폭력 상담 등 ‘찾아가는 범죄예방,피해구조 활동’을 시행할 방침이다. (코리아헤럴드)
