Yoo Min-bong, State affairs planning

Yoo, 55, is an expert in human resource management and administrative affairs known as the architect of President-elect Park Geun-hye’s government reorganization plan.

He teaches public administration at Sungkyunkwan University, his alma mater, and currently heads the transition team’s state planning and coordination subcommittee.

A Daejon native, Yoo has authored books on public administration that are widely used as textbooks for studying public administration at universities. From 2005 to 2006, Yoo held a senior post at Citizens United for Better Society, a conservative non-governmental organization. Yoo’s academic research has focused on deciphering the ideal type of “Korean-style leadership.”

On the transition team, Yoo was tasked with turning Park Geun-hye’s campaign pledges into reality, utilizing his knowledge of government bureaucracy and public administration. As the chief secretary of state affairs, Yoo will coordinate and oversee the implementation of Park’s domestic policies.

He received his undergraduate degree in public administration and received his graduate degrees in the same field at University of Texas and Ohio State University.

Kwak Sang-do, Civil affairs

Kwak, 54, is famous for investigating some of the nation’s most controversial corruption cases involving political leaders and senior officials during his 30 years as a public prosecutor.

A native of Daegu, Kwak passed the national bar exam in 1983 and started his career in the prosecution service at Seoul Central Prosecutor’s Office.

He investigated opposition politicians, a presidential candidate’s wife, a former governor’s wife and government officials in a number of high-profile scandals.

He headed Daegu Southern Prosecutor’s Office and worked in Seoul High Prosecutor’s Office before he started working as a lawyer in early 2009.

Kwak, who studied law at Sungkyunkwan University, became a founding member of the National Future Institute that Park established in 2010.
