A growing number of conflicts among apartment residents over noise is pushing the Korean government to come up with measures to tackle the long-standing problem.

In a densely populated country where people live in apartments stacked on top of each other, residential complaints over noise traveling between floors are becoming a serious social problem.

A 36-year-old man along with three others allegedly punched a 55-year-old living downstairs over too much noise at night, Incheon Gyeyang Police Station said.

Feuds between neighbors over such noise are actively talked about in online communities as well.

One netizen said that noise coming from upstairs is driving him crazy and that those who haven’t experienced such noise will never understand how it feels. The particular online community where he commented has more than 1,000 posts related to noise complaints in apartment complexes.

The Ministry of Environment set up a consultation center for dealing with the noise problem last year, and has since accepted more than 7,000 complaints, an average of 35 claims a day.

The Korean government plans to introduce a standard of residential noise limit within this year.

사회문제로 커진 층간소음 대책 시급해

아파트 간 소음 민원이 많아짐에 따라 정부차원의 대책이 시급하다.

대부분의 인구가 아파트 생활을 하는 한국에서 층간소음으로 인한 이웃간의 갈등이 사회문제로 번지고 있다.

아파트 층간소음 문제로 아랫집에 사는 주민B(55)씨를 폭행한 혐의를 받고 있는 주민 A(36)씨 등 4명을 붙잡아 조사하고 있다고 인천 계양경찰서가 밝혔다.

이웃 간 층간소음 문제는 온라인 커뮤니티에서도 활발히 거론되고 있다. 실제 한 온라인 커뮤니티 멤버는 위층에서 나는 발자국 소리 때문에 정신이 없다며 겪어보지 못한 사람들은 이해할 수 없을 것이라고 올려놓았다. 이 온라인 커뮤니티에는 이와 같은 항의글이 1,000개가 넘으며 현재 72,000명 이상의 회원수가 있다.

현재까지 환경부가 설립한 ’층간소음 이웃사이센터’에는 약 7,000건이 넘는 상담이 접수됐다. 정부는 올해 안에 주거생활소음 기준을 만들어 내년 상반기중 시행키로 가닥을 잡았다. (코리아헤럴드)
