Two S. Koreans nabbed for illegally circulating US military trailer

   Two South Korean men have been arrested on charges of illegally circulating on the local market a U.S. military trailer used for counter-terrorism missions, police here said Thursday.

   One of the suspects, surnamed Kim, is accused of selling the ZBV military trailer without government permission to another suspect who is an exporter of heavy equipment after purchasing it from a U.S. military arms dealer in June 2010, the Seoul Metropolitan Police Agency said.

   The ZBV military trailer, equipped with an X-ray screening system, is designed for counter-terrorism applications by screening terrorist threats and explosives, they said. It has a market value of around 1 billion won ($937,207).

   By law, all South Koreans must get approval from the state-run Nuclear Safety and Security Commission in order to sell such a trailer equipped with the X-ray system.

   Police say these vehicles are used by the organizations such as the SWAT team and can be dangerous if they fall into the hands of terrorist groups.

   "It is legal for local arms dealers to purchase the equipment from the U.S. Army but locals must seek permission from the commission to possess, use and sell such a piece of equipment," a police officer close to the investigation said.

   Police said they will expand their investigation into other cases of illegal circulation of U.S. military equipment. (Yonhap News)

    주한미군이 대(對)테러용으로 사용한 고가의 방사선 이용 검색장비 차량이 버젓이 유통된 것으로 드러났다.

    이 장비를 헐값에 사들여 허가 없이 유통한 중장비 판매ㆍ수출업자들이 경찰에 붙잡혔다.

    서울지방경찰청 국제범죄수사대는 대테러용 검색장비 차량을 허가 없이 유통한 혐의(원자력안전법 위반)로 중장비 판매업자 김모(66)씨와 수출업자 김모(51)씨 등 2명을 불구속 입건했다고 24일 밝혔다.

    판매업자 김씨는 2010년 6월께 방사선 기기가 장착된 대테러용 검색차량(ZBV)을 미군용물 불하업자로부터 300만원에 산 뒤, 원자력안전위원회의 허가를 받지 않고 중장비 수출업자 김씨에게 3천만원에 판매한 혐의를 받고 있다.

    ZBV는 엑스레이 방사선을 이용, 차량이나 컨테이너 등 내부를 검색해 테러 위험이 있는 수화물이나 밀항자를 적발하는 이동식 검색 차량으로 시가 10억원 상당의 고가 장비다.

    이 차량에는 엑스레이 방사선을 발생시키는 장비가 장착돼 있어 생산•판매•사용 시에는 원자력안전법에 따라 원자력안전위원회의 인•허가를 받아야 한다. 그러나 김씨 등은 당국의 허가 없이 검색 차량을 사고 판 것으로 드러났다.

    이 장비는 5~6년간 주한 미군 헌병대에서 사용하다 유지비 과다 등의 이유로 민간에 헐값으로 매각한 것으로 알려졌다.

    이들은 경찰조사에서 장비의 구체적인 용도를 몰랐다고 진술했으나 경찰은 이들이 장비를 사고파는 과정에서 장비에 붙은 엑스레이 발생 위험 표시 등을 보고 용도와 가치를 인식했을 것이라고 밝혔다.

    경찰은 일반인이 허가 없이 방사선 발생장치가 설치된 차량을 유통하려 한다는 첩보를 입수, 판매경로를 역추적해 이들을 붙잡았다.

    경찰은 중간 유통단계에서 이들을 적발, 장비를 압수함으로써 테러단체 등에 의해 악용될 소지를 사전에 차단했다고 설명했다.

    경찰 관계자는 "이 장비는 경찰특공대, 관세청 등에서 사용 중인 장비로 테러단체 등의 수중에 들어가면 심각한 부작용이 우려된다"라며 "불하업자가 미군에게 장비를 넘겨받은 것은 합법이나 이 같은 장비를 국내인이 소지•판매•사용할 경우 반드시 원자력안전위원회의 허가가 필요하다"고 말했다.

    이어 "대테러장비가 불법으로 유통되는 사례가 더 있을 것으로 보고 수사를 확대할 계획"이라고 덧붙였다.
