The government said Friday it will push to increase the number of public day care centers and expand support for female non-regular workers as part of efforts to relieve women's burden for childcare and strengthen their social status.

Setting priorities on the eradication of gender inequality and balance between work and family roles, the government put forth the five-year policy blueprint for women set to be launched next year.

Under the envisioned plan, more public day care centers will be established to have them account for 30 percent of the total so as to reduce working mothers' burden for childcare. Currently, public nurseries take up 10.5 percent of the total.

In an aim to strengthen women's economic capabilities, the government will expand aid to non-regular female workers in their childbirth and childcare, and support cooperatives that provide women with diverse welfare services.

Nursery facilities will also be set up at college campuses to guarantee students' maternity rights, according to the government.

To support female victims of violence, the government decided to set up more centers for sexual and domestic violence victims across the country, and to push to expedite legal procedures of such cases. 

The government also vowed to advise public firms and government agencies to appoint at least one woman to their senior position.

Currently, women take up 3.7 percent of the senior executive services, being higher than grade 3, in the country's public agencies, with 52.5 percent of those agencies not having a single female in a high position. South Korea's officialdom is classified into nine grades, with grade 1 being the highest.

"Now is time to further develop the country's policy measures over gender equality to help women play a central role for the country's economic and social development and the future," Prime Minister Kim Hwang-sik said, while presiding over the meeting. (Yonhap News)

정부 "어린이집 보육분담률↑, 여성 근로시간↓"

정부, 제4차 여성정책기본계획 발표

내년부터 국•공립 어린이집을 30%(이용 아동수 기준) 수준으로 끌어올리고, 여성친화적 협동조합을 지원하는 방안이 추진된다.

정부는 14일 김황식 국무총리 주재로 제14차 여성정책조정회의를 열고 이 같은 내용을 골자로 하는 제4차 여성정책기본계획(2013-2017)을 확정, 발표했다.

기본계획에 따르면 정부는 현재 10.5%에 불과한 국•공립 어린이 집의 보육분담률(이용아동수 기준)의 중장기적 목표를 30%로 설정하고 이를 실행하기 위한 계획 등을 수립•관리하기로 했다.

해외의 경우 스웨덴•프랑스의 공공보육시설 비율은 73.2%, 일본은 48.1%에 달한다.

또 도매•상품중개업, 금융업, 보험•연금업, 교육서비스업 등 현재 법정 근로 시간 준수 대상에서 제외된 여성 다수 업종의 실질적인 근로시간을 단축하고자 법과 제도를 개선할 방침이다.

중소기업의 인건비 부담 완화를 위해 육아휴직 대체인력 채용지원금을 1인당 월 30만원에서 40만 원으로 단계적으로 인상하고, 남성의 육아휴직 활용 우수 사례를 발굴해 홍보하는 내용도 담겼다.

특히 여성의 경제적 역량 강화를 위해 돌봄, 교육, 사회복지 등을 제공하는 여성친화적 협동조합을 지원하는 한편 여성 비정규직 근로자의 출산•육아기 고용지원 금 지급요건을 완화하고 비정규직의 산전•후 휴가 보장을 위해 사업장을 지도•점 검하기로 했다.

아울러 한부모가족 아동양육비 지원단가(월 5만 원)를 단계적으로 확대하고 주거지원을 강화하는 한편 청소년을 위한 여성적합형 체육 프로그램을 개발하는 등 여성의 건강권 보장을 강화할 계획이다.

현재 중앙행정기관의 고위공무원단 중 여성 비율이 3.7%에 불과한 점을 고려해 기관별로 1명 이상의 여성을 고공단에 임용할 것을 권고하는 등 여성의 대표성을 높 이는 방안도 포함됐다.

이밖에 대학 내 보육시설을 설치해 임신•출산한 대학(원)생의 권익을 보장하고 성폭력•가정폭력 피해자에 대한 지원을 확대하는 방안 등도 담겼다.

김황식 국무총리는 회의에서 "여성이 국가의 경제•사회적 발전과 미래를 위한 중추적인 역할을 할 수 있도록 여성정책•제도를 한 단계 더 높이고 심화시켜야 한다"며 정책 추진에 만전을 기할 것을 당부했다.

여성정책기본계획은 여성발전기본법 제7조에 따라 5년 단위로 수립되는 여성정 책 중장기 마스터플랜으로, 올해 3차 계획이 마무리됐다.

정부는 앞으로 연도별 시행계획을 수립하고 정기적인 이행상황 점검 등을 통해 이날 확정된 기본계획의 이행을 뒷받침할 계획이다.
