Final negotiations between a Seoul subway operator and unionized subway workers were to continue Monday to resolve a dispute and avoid a planned strike, both sides said.

A subway strike by the 8,118-member union of Seoul Metro, a public corporation that runs Seoul subway lines one through four, is scheduled from Tuesday if the two parties cannot reach an agreement at the bargaining table.

The service, however, will largely not be affected by the strike, as Seoul Metro said it plans to pull in some extra 3,000 workers.

The union said the management has not implemented a previous agreement to extend the retirement age to 61 from the current 58.

In the wake of the 1997 Asian financial crisis, most government organizations reduced the retirement age to 58 from 61.

The management, meanwhile, said the agreement stipulates the gradual increase of the retirement age to 61, in accordance with the extension of civil servants‘ retirement age.

The subway operator also said if the retirement age is extended to 61, it will cost the firm around 150 billion won ($138 million) between 2014 and 2018.

The two sides are also locked in a dispute over compensating the unionized workers for losses that came from the repeal of the progressive stage system that was applied to their severance pay. (Yonhap News)

서울지하철 1~4호선, “내일 파업한다”


서울 지하철 1~4호선을 운영하는 서울메트로의 노조인 서울지하철노동조합(위원장 정연수)이 단체협상과 관련해 11일부터 파업 돌입을 예고한 가운데 양측이 10일 단협을 놓고 최종 협상을 한다.

서울지하철노조는 지난 5~7일 실시한 쟁의행위 조합원 찬반투표 결과, 총 조합원 8천118명 중 7천225명이 투표에 참가해 4천584명(63.45%)이 찬성, 11일부터 파업에 들어가기로 한 상태다.

서울메트로와 노조는 10일 단협을 놓고 서울모델협의회 중재와 중앙노동위원회 조정을 통해 최종 협상을 벌인다.

현재 노조는 외환위기 극복을 위해 61세에서 58세로 단축된 정년을 공무원의 정년과 연동해 다시 연장하기로 단체협약을 4차례 맺었지만 이행되지 않고 있다고 주장하고 있다.

반면 서울메트로측은 단체협약 상 ’정년 연장은 향후 공무원의 정년연장과 연동하여 추진한다‘고 돼 있으며, 정년을 연장할 경우 장기근속자의 인건비가 향후 5년간(2014~2018년) 약 1천300억원 정도 추가 소요된다며 반대하고 있다.

또 서울메트로는 정부의 변경된 지침에도 불구하고 10년 이상 유지해 온 퇴직금 누진제를 폐지해야 한다는 입장이지만 노조측은 누진제를 폐지하려면 그에 따른 손실액을 보상해줘야 한다고 맞서고 있다.

이처럼 양측이 첨예하게 대립하고 있어 이날 협상에서 합의점을 도출하는 데 난항이 예상된다.

서울메트로는 노조가 11일부터 파업을 하더라도 필수 유지인력(3천2명), 협력업체 지원인력(2천150명), 퇴직자ㆍ경력자(87명) 등 대체인력을 투입, 지하철을 정상 운행한다는 계획이다.

서울메트로는 또 파업이 장기화될 경우 지하철 심야 1시간 연장운행을 자정까지로 단축하는 등 추가 보완대책을 강구할 방침이다. (연합뉴스)
