Accepting South Korea's request, a U.S. congressional institute has put off the publication of a diplomatically sensitive report on history disputes among Northeast Asian nations, an informed source here said Thursday.

The Congressional Research Service (CRS) had planned to issue the report last week.

The South Korean government reviewed the draft and took issue with some of the contents, according to the source.

In a draft report, the CRS first introduces China's claim that Korea's ancient Koguryo and Balhae kingdoms were provinces of China's Tang Dynasty.

It then carries South Korea's explanations that the kingdoms were independent from China.

Focusing on the historical and geopolitical relationships of Northeast Asian nations, the report touches on China's history view. It would serve as reference material in predicting Beijing's role in case of a regime collapse in North Korea.

"The purpose of the report itself is good," the source said on the condition of anonymity. "It is believed to be highlighting that China is making unreasonable claims rather than supporting them."

The problem is that the report, if released without changes in the draft, may send a wrong signal to the U.S. public and the international community, added the source.

The South Korean government has requested the CRS place Seoul's view on its ancient kingdoms first, followed by China's claims, the source said.

"The CRS has accepted it and I think it is correcting the direction," the source said. "That's why the release of the report has been delayed."

The CRS, a legislative branch agency within the Library of Congress, provides policy and legal analysis to committees and members of both the House and Senate. (Yonhap News)

미 보고서, ‘고구려가 중국땅’ 왜곡 실려


미국 의회가 최근 중국과 한반도 등 동북아 시아의 역사적, 지정학적 관계를 조명하는 보고서를 낼 계획이었으나 고구려를 중국 지방정권이라고 주장한 중국의 역사 왜곡을 고치라는 우리 측 요구로 발간 일정을 연기한 것으로 6일(현지시간) 알려졌다.

이날 외교소식통에 따르면 미국 의회조사국(CRS)은 지난달 말에 발간하기로 했던 동북아 관련 보고서에 대해 최근 우리 정부가 제기한 이의를 받아들여 수정 작업에 나섰다.

이 보고서는 한반도에서 급변 상황이 발생했을 때 중국의 역할 등을 전망하면서 한반도에 대한 중국 측 역사 인식을 소개하는 내용을 포함한 것으로 전해졌다.

그러나 이 보고서의 첫 부분에 고구려와 발해가 당나라의 지방정권이라는 주장 등을 담은 중국 측 자료가 그대로 인용될 것으로 알려지자 우리 정부와 역사학계가 우려를 표시하면서 논란이 됐다.

특히 사단법인 국학원은 지난달 "미국 의회 보고서에 고구려와 발해가 중국의 지방정권이며 중국의 역사라는 왜곡 사실이 일방적으로 기록되는 것은 심각한 일"이 라는 내용의 성명서를 청와대와 외교통상부, 미국 대사관 등에 전달하고 수정을 촉구했었다.

외교통상부는 이와 관련해 최근 동북아역사재단 등의 전문가를 미국에 파견, CR S측에 우리의 주장을 설명한 것으로 알려졌다.

이에 따라 CRS는 일단 발간을 연기하고 우리 측 주장대로 동북아 역사를 소개하 는 대목에서 한국을 비롯한 주변국들의 입장을 우선 게재하는 방안 등을 검토하고 있다고 이 소식통은 전했다.

의회가 발간하는 보고서에 중국의 주장이 그대로 실릴 경우 이를 공인하는 것으로 오해받을 수 있다는 우리 측 주장을 받아들인 셈이다.

특히 CRS는 우리 정부와 학계의 이의에 대해 "일리가 있다"는 반응을 보인 것으로 알려져 내용이 상당 부분 수정될 것으로 예상되고 있다.

한 소식통은 "보고서의 의도는 중국을 옹호한다기보다는 중국이 무리한 주장을 한다는 점을 소개하는 쪽에 가깝지만 자칫 이런 의도와는 다른 방향으로 받아들여질 수 있다"면서 "CRS에 이런 점을 적극적으로 알렸고 제대로 정리되고 있는 것으로 보인다"고 말했다.

일각에서는 이 보고서의 내용에 따라 이른바 `동북공정'을 둘러싼 한ㆍ중 양국 간 역사논쟁이 다시 촉발될 수 있다는 우려를 내놓고 있어 어떤 파문을 일으킬지 주목된다.
