Amid the celebration of Korea’s registration of Arirang on the UNESCO World Heritage list, it was recently exposed that China has put an organized effort to publicize it as its own national heritage.

China designated Arirang as their national intangible asset last year. Ki Mi-yang, leader of the Arirang Association, pointed out several Chinese books that were revised in the last few months.

“Pictorial of Yeonbyun Intangible Assets,” published last year by Yeonbyun Inmin publisher, had mentioned Arirang as a regional song with a sad mood, sung by the Korean ethnic group in its territory.

But even the newly edited version, with the same date of publication written, describes the song as its own national heritage. The word “regional” was completely removed.

“This is seen just as the case of the Northeast Project done by China before,” Ki said.

Meanwhile, Bak Sang-mi, an expert from UNESCO Korea emphasized that World Heritages designated by UNESCO are protected worldwide, beyond borders.

“Joint registration of Arirang is procedurally possible but in reality it is not really. Joint registration can be done only when the nation of first registration gives permission. More care and study about our cultural assets are required,” Bak said.

中, "아리랑 자기 문화재 만들기" 총력

아리랑의 유네스코  인류무형유산(Intangible Cu ltural Heritage of Humanity)  등재에 모든 국민이 환호하는 가운데 중국이 아리랑을 자국의 유산으로 만들기 위해 박차를 가하는 것으로 알려졌다.

기미양 한겨레아리랑연합회 사무총장은 작년 10월 중국 연변인민출판사에서 발간된 '연변무형문화유산화첩(연변주 문화 국 편)'을 근거로 제시하며, 중국이 아리랑을 국가급 무형문화유산으로 수정해 재발간 했음을 지적했다. 

이 책은 아리랑을 중국 조선족들 속에서 널리 전해내려온 가장 대표적인 민요라고 소개했다.

기 사무총장은 “이 사건은 전에도 중국에서 남동부에서 이뤄진 것과 같아 보인다.

책 내용도 다르다. 아리랑을 성급 무형문화유산으로 표기한 책은 아리랑을 단순히 "중국 조선족의 대표적인 민가"라고 소개한 반면 아리랑을 국가급 무형문화유산으로 기재한 또 다른 책은 "중국 조선족들 속에서 가장 큰 영향력을 가지고 있다"고 강조했다.  

 기 사무총장은 "책 제목은 물론 내용이 다 똑같은 데 아리랑 부분만 다르다"면 서 작년 10월에 책을 출간한 뒤 아리랑 내용을 수정해 재발간한 것으로 보인다고 말 했다.

유네스코 코리아 박상미 자문위원은 유네스코에 등재된 세계문화유산은 국경을 넘어 전세계에서 보호된다고 강조했다.

“중국이 북한과 손잡고 아리랑의 유네스코 인류무형유산 공동 등재를 추진할 가능성이 있지만 처음 등재된 국가의 허락이 필요하므로 현실적으론 불가능하다고 볼 수 있다. 우리 문화재에 대한 더 많은 관심과 필요하다”고 말했다.
