The Ministry of Foreign Affairs appointed Min Byoung-chul, Konkuk University professor and founder of the Sunfull movement, as its cyber public diplomacy envoy.

The Sunfull movement is a non-profit organization Min set up in 2007 in order to stop younger people from cyber-bullying and post positive comments. So far, there are over 4,000 students participating in the movement.

The ministry said they appointed Min for his efforts to provide a healthy Internet culture, such as campaigning for writing encouraging comments for the Sichuan earthquake victims.

In 2009, the Sunfull movement encouraged its participants to write words of comfort for the earthquake victims to commemorate the year after the 2008 Sichuan earthquake.
