The Korean government has launched a massive crackdown on illegal businesses such as “kiss rooms” near school compounds following a slew of high-profile rape cases with minors or children as victims.

The police stormed more than 4,000 illegal shops with businesses deemed harmful to youth. The police clampdown includes kiss bang (“kiss room” in Korean), referring to a service in which adult clients kiss a girl for a fee. Similar illicit sex businesses such as adult massage parlors, telephone meeting services and Internet cafes that provide adult videos were targeted in the latest round of the joint investigation led by government agencies.

The police said that some 3,400 people including employees, clients and business owners were booked without detention. Thirteen suspects were detained.

The authorities said the number of illegal sex-related businesses that take advantage of legal loopholes have doubled from the first half of the year.

Some karaoke restaurants hired teenage girls and allowed them to serve male clients and even engage in illicit prostitution.

The Korean government said it will suspend or shut down the operations of the illegal businesses in question. The massive crackdown is conducted twice a year.

학교주변 급증한 ‘키스방’ 대대적 단속

정부가 학교주변에서 불법영업을 해온 청소년 유해업소 4천113곳을 적발했다. 특히 그동안 법망을 교묘하게 빠져나간 키스방과 립카 페 등 신변종 유해업소를 대대적으로 단속했다.

행정안전부는 지난 8월 27일부터 한 달간 교육과학기술부ㆍ여성가족부ㆍ경찰청 과 함께 하반기 학교주변 청소년 유해업소 집중단속을 실시해 전국에서 상반기보다 1.7% 늘어난 4천113곳을 적발했다고 3일 밝혔다.

업주ㆍ종업원ㆍ이용객 등 3천424명은 형사입건하고 13명은 구속했다. 117명은 즉심에 넘겼다.

적발된 업소는 노래방이 780곳으로 가장 많았고, 게임장(421곳), PC방(312곳), 유흥주점(159곳)이 뒤를 이었다.

단속된 업소 중 키스방과 립카페, 변태마사지업소, 전화방, 개별적 성매매, 성 인 PC방 등 신변종업소는 927곳으로, 단속실적이 상반기보다 50%나 늘었다.

행안부 관계자는 “이번에 적발된 업소에 대한 영업정지 등 행정처분을 추진할 것”이라며 “앞으로도 연 2차례 주기적 집중단속을 이어가겠다”고 말했다.
