The United States should avert looming automatic military spending cuts partly in order to avoid gaps in dealing with contingencies in North Korea, according to a Republican congressman.

At issue is an automatic spending cut called sequestration, which takes place if Congress cannot reach a budget agreement.

"Sequestration would cut the military to its smallest size since before the Second World War, all while we are still a nation at war in Afghanistan, facing increased threats from Iran and North Korea, unrest in the Middle East, and a rising China," Rep. Allen West (R-FL) said, citing an analysis of the impact of the sequestration for the House Armed Services Committee.

He made the remarks in introducing the National Security and Jobs Protection Act.

The bill requires President Barack Obama to submit an alternative plan to replace the sequester.

The U.S. defense budget will undergo the most dramatic and dangerous cuts in history unless Congress reaches a deal on reducing federal debt by Jan. 2.

About $500 billion will be cut automatically from the defense budget on top of the already-agreed-upon $487 billion in reductions.

The National Security and Jobs Protection Act says sequestration would separate 200,000 soldiers and Marines from service, jeopardize the U.S. ability to respond to contingencies in North Korea or Iran, and produce the smallest ground force since 1940, the smallest naval fleet since 1915 and the smallest tactical fighter force in Air Force history. 美공화 "北위협 감안해 국방예산 유지해야


미국 공화당이 내년 1월 국방비 자동삭감 조치를 차단하기 위한 법안을 발의하면서 `북한의 위협'을 주된 이유 가운데 하나로 꼽은 것으로 나타났다.

12일(현지시간) 미국 하원 등에 따르면 앨런 웨스트(공화ㆍ플로리다) 의원은 의 회가 연말까지 예산안에 합의하지 못할 경우 내년 1월 2일부터 자동으로 시행되는 예산 삭감 조치를 조건부로 무효화하는 내용의 `국가안보ㆍ일자리보호 법안'을 최근 제출했다.

이 법안은 의회가 별도로 예산삭감 패키지 안을 만들 경우 자동 삭감 조치를 중 단할 수 있도록 하고 있다.

법안은 국방비 삭감을 주로 문제 삼으면서 ▲20만명의 병력 축소 ▲1940년 이후 최소 지상병력 ▲1915년 이후 최소 함대 ▲공군 역사상 최소 전략전투기 전력 등의 결과를 초래할 것이라고 비판했다.

특히 이 법안은 국방비 삭감에 따른 대외적인 위협 요인으로 북한과 이란에서 비상상황이 발생할 경우 이에 대응할 수 있는 능력이 위험에 빠질 것이라고 지적했다.

웨스트 의원은 제안문에서 "이란, 북한의 위협이 커지고 중동 불안이 계속되고 중국이 부상하는 가운데 자동삭감 조치가 시행되면 군 병력을 대폭 줄여야 한다"면서 이를 중단하기 위한 조치가 필요하다고 주장했다.

이 법안은 공화당이 다수 의석을 차지한 하원을 통과할 가능성이 크지만 민주당 이 장악한 상원에서는 부결될 것으로 예상되고 있다.

그러나 공화당은 리언 패네타 장관을 비롯해 국방부와 군 내부에서 국방비 자동 삭감에 대한 우려를 표시하고 있다는 점을 강조하면서 백악관과 민주당을 압박할 것으로 보여 이를 둘러싼 치열한 공방이 예상된다.

백악관은 이날 성명을 내고 "이 법안은 지난해 민주ㆍ공화 양당이 초당적으로 합의한 `예산통제법(BCA)'의 정신을 훼손한다"면서 "이에 강력하게 반대한다"고 밝혔다.

그러면서 "이 법안이 오바마 대통령까지 전달되면 참모진은 거부권 행사를 강하게 조언할 것"이라고 강조했다.
