Police on Thursday cautioned against a new type of Internet blackmail on South Korean men interacting with women in video chat rooms.

Police said they have recently received a number of reports from men claiming to have been blackmailed and extorted after engaging in sexually explicit acts with young women during anonymous video chats.

Police suspect the scam involves a criminal ring based in China hiring mostly North Korean defectors or ethnic Korean residents in China who can speak Korean fluently.

The suspect demanded the men transfer money and threatened to circulate online video footage of them engaging in explicit acts if they refused to do so, the police added.

"The IP addresses of the women were traced back to China," a police officer close to the investigation said, adding that most of the transferred money was withdrawn in China.

Despite the increasing number of reported crimes, the men usually refuse to file formal complaints or show up for police questioning, as they fear that they themselves performed shameful acts, the police said.

"There was a male victim who paid hundreds of thousands of won after being extorted by a culprit," the officer said. "He adamantly asked to speak only through a phone counseling service."

The police said performing explicit acts through a chat service does not violate the law if both sides consent.

However, the investigators warned the public to be careful when interacting with strangers online and advised people to be aware that such interactions could possibly lead to crimes. (Yonhap News)s

중국 사기단, ‘음란채팅’ 미끼로 돈 뜯어내

인터넷 화상채팅으로 남성에게 음란행위를 요구하고서 이를 빌미로 돈을 요구하는 신종 공갈 범죄가 늘고 있다.

경찰은 이 같은 범죄가 중국에 근거지를 두고 조직적으로 이뤄진다고 보고 있지만, 피해자가 신고하거나 조사받기를 꺼려 범인 검거가 쉽지 않다.

9일 경찰에 따르면 화상채팅에서 만난 여성을 상대로 음란행위를 했다가 협박당 하고 돈까지 뜯긴 피해 남성의 상담이 꾸준히 접수되고 있다.

채팅 상대에게 알몸이나 음란한 몸짓을 보여주는 것을 속칭 '몸캠'이라고 한다.

피의자들은 젊은 여성을 고용, 인터넷 채팅으로 남성에게 접근해 "메신저로 화 상채팅을 하면서 서로 몸캠을 하자"고 먼저 제안한다.

남성이 이에 응하면 음란행위를 캡처해 동영상 파일로 저장한 뒤 "돈을 입금하지 않으면 동영상을 인터넷에 유포하겠다"고 협박해 금품을 뜯어낸다.

서울시내 한 경찰서에 상담을 요청한 한 피해자는 협박을 받고도 돈을 주지 않겠다고 버티다 자신의 미니홈피에 동영상이 올려지는 수모를 겪기도 했다.

경찰이 해당 동영상을 올린 인터넷 프로토콜(IP) 주소를 추적해 보니 소재지는 중국으로 확인됐다.

경찰은 중국에 근거를 둔 일당이 중국동포나 탈북여성을 고용, 채팅으로 남성을 유인케 하는 것으로 보고 있다.

일선 경찰서의 한 관계자는 "이런 범죄의 경우 상대방이 돈을 찾은 장소는 대개 중국으로 확인된다"며 "보이스피싱(전화금융사기)과 인터넷 메신저 피싱 등에 이은 신종 수법으로 보인다"고 말했다.

실제 이 같은 수법으로 남성 수십명한테서 돈을 뜯어낸 중국동포 일당이 지난 4 월 경찰에 붙잡히기도 했다.

이후에도 유사 피해를 봤다며 경찰 상담을 요청하는 사례가 끊이지 않고 있다.

문제는 피해자들이 자신이 저질렀던 '몸캠' 행위가 떳떳지 못하다고 여겨 정식으로 고소장을 제출하거나 조사받으려 하지 않는다는 점이다. 이 경우 언제, 어떤 식으로 피해가 발생했는지 알 수 없어 경찰이 범인을 추적하기란 사실상 어렵다.

한 경찰서 관계자는 "수십만원을 털린 한 남성이 전화상담만 받고 직접 조사를 받지는 않더라"며 "남성 형사가 조사할테니 오라고 해도 안왔다"고 전했다.

서울시내 또 다른 경찰서 관계자는 "상대방과 합의를 했다면 채팅에서 음란행위를 하는 것만으로는 법에 저촉되지 않는다"며 "다만 인터넷상의 이런 행위가 범죄 피해로 이어질 수 있다는 경각심을 가질 필요는 있다"고 말했다.
