The embattled Unified Progressive Party (UPP) on Sunday elected reformist interim leader Kang Ki-kab as its new chairman in a nationwide vote, hoping that it would end months of factional infighting that has thrown the minor left-wing party into chaos.

Party officials said Kang, who has served as the interim leader of the UPP since late April, was elected to the top leadership over Kang Byung-gee who represents a hard-line faction. in a vote that combined results from online, mobile and on-site ballots.

The party, which was engulfed in turmoil over allegations that its primary vote, conducted in March to name proportional representation candidates to run in the April 11 parliamentary elections, were rigged, held online and on-site ballots for its registered voters earlier this week and finished the election over the weekend by calling those who did not cast their ballots to vote through an automated telephone system.

The race for the top post was a two-way competition between interim chief Kang and Kang Byung-gee, who was backed by the UPP's former mainstreamers accused of being involved in the rigged primary and clinging to North Korea's founding ideology of juche (self-reliance).

Kang Ki-kab won 55.8 percent, or 20,861 votes, of the aggregate vote total, compared with 44.2 percent, or 16,479 votes, earned by Kang Byung-gee.

"My election has displayed the desire of party members and the public for reforms. The UPP will not slow down reforms. I'll also try to thoroughly protect the identity and philosophy of the party," Kang Ki-kab said in a statement after his election was announced.

The election has been seen as crucial in determining the fate of two UPP lawmakers -- Lee Seok-ki and Kim Jae-yeon -- who have been under pressure to leave the party due to their suspected involvement in the rigged primary. Kang Ki-kab has demanded that Lee and Kim be expelled from the party.

The two lawmakers, who have separately come under fire for allegedly espousing the North's juche philosophy, would become independent lawmakers if ousted from their party. (Yonhap News)

‘신당권파’ 강기갑, 통합진보 대표로 선출


통합진보당 강기갑 후보가 15일 신임 당대표에 선출됐다.

이에 따라 강기갑 대표는 비례대표 부정경선 의혹으로 촉발된 내분을 수습해야 하는 중책을 안게 됐다.

신당권파의 강기갑 후보는 9∼14일 실시된 당직선거에서 2만861표(55.8％)를 얻 어 1만6천479표(44.2％)를 얻은 구당권파의 강병기 후보를 누르고 대표로 당선됐다.

강기갑 신임 대표는 승리를 확정지은 뒤 보도자료를 통해 "저의 당선으로 혁신을 바라는 민심과 당심이 다르지 않다는 것을 보여줬다"며 "통합진보당은 과감한 혁 신을 멈추지 않을 것이다"라고 말했다.

강 대표는  "당의 정체성과 강령정신은 철저히 지켜가는 한편, 더 큰 진보ㆍ소통하는 진보로 거듭나겠다"며 "신뢰받는 진보정당 건설을 위한 혁신재창당 작업을 서두르겠다"고 밝혔다.

또 "통합진보당을 노동자 농민 서민의 손에 돌려드리는 진정한 통합을 이뤄내겠다"며 "당의 갈등과 혼란을 수습하고 단결과 통합을 이끌어 내겠다"고 역설했다.

강기갑 대표는 선거 초반 조직력이 강한 강병기 후보에게 밀릴 것으로 전망됐으나 온라인 투표와 ARS모바일 투표에서 강병기 후보를 앞서면서 예상 외의 큰 표차로 승리했다.

특히 선거 마지막날인 14일 온라인 투표와 현장 투표에 참여하지 않은 당원을 대상으로 실시한 ARS모바일 투표에서 압도적인 지지를 받았다.

온라인, 현장 투표 종료후 총 투표율은 58.86％를 기록했으나 ARS모바일 투표까지 마친 결과 총 투표율은 65.08％로 상승했다.

구체적인 득표현항을 보면 온라인 투표에서는 강기갑 1만6천200표, 강병기 1만4 천407표, 현장 투표에서 강기갑 948표, 강병기 980표, ARS모바일 투표에서 강기갑 3 천707표, 강병기 1천100표로 집계됐다.

또 최고위원 선거에서는 천호선 이혜선 유선희 이정미 민병렬 후보가 당선됐다.

이들 가운데 천호선 이정미 후보는 신당권파, 이혜선 유선희 후보는 구당권파이고, 민병렬 후보는 중립 성향의 범울산연합 출신이다.

강기갑 대표가 당선되면서 신당권파의 혁신 작업은 한층 탄력을 받게 됐다.

신당권파는 혁신을 위한 첫번째 조치로 16일 의원총회를 열어 이석기 김재연 의 원에 대한 제명을 확정할 가능성이 높다.

또 북핵 문제를 비롯한 북한 문제, 한미동맹 해체와 주한미군 철수, 진성당원제 재정립, 재벌해체론 등 당내 노선을 재정립하는 작업에도 속도를 낼 것으로 보인다.
