Police have arrested a man for lewd behavior after they allegedly found him secretly videotaping women with a miniature camera attached to his shoe.
Three men including one surnamed Kang, 41, were booked without detention by the Gyeongnam Provincial Police Agency cyber terror response team for taking and circulating up-skirt photography.
Kang was charged with secretly videotaping under the skirts of women on 221 occasions since July 2004 in supermarkets in and around Jinju.
Police investigations revealed that the miniature video recorder used by Kang had been placed inside his left shoe, which he positioned under the skirts of unsuspecting women. The camcorder could run for up to 150 minutes.

신발에 구멍을 뚫어 150분 연속 녹화 기능을 가진 소형 캠코더를 설치해 지난 2004년 7월께부터 지난 17일 모두 221명의 여성 치마 속을 촬영해 인터넷에 유포한 강 모(41)씨가 경찰에 붙잡혔다.
경남경찰청 사이버수사대는 24일 미니캠코더를 신발에 부착해 여성들의 치마속을 몰래 촬영해 인터넷에 유포한 A씨 등 3명을 성폭력 범죄의 처벌 등에 관한 특례법 위반 등의 혐의로 불구속 입건했다고 밝혔다.
경찰 조사 결과, 강씨는 대형마트 등 붐비는 장소를 택해 여성의 주변에 접근해 발을 치마 밑으로 밀어 넣고 이같은 범행을 저지른 것으로 드러났다.
강 씨는 또한, 인터넷에 음란카페를 개설하여 이와 같이 촬영한 영상 및 사진 등을 올렸다.
걍찰은 강씨로부터 범행일체를 자백받았으며 증거물로 미니캠코더 및 하드디스크를 압수했다.
