U.N.'s Ban to raise N. Korea launch at Seoul summit

U.N. Secretary-General Ban Ki-moon said Thursday he would raise North Korea's planned rocket launch at a Seoul nuclear summit next week, expressing "deep concern" over the issue.

"I am going to discuss the issue with the president of the Republic of (South Korea) in Seoul and I will also engage with other leaders attending the nuclear summit," Ban told a press conference during a visit to Malaysia.

The nuclear-armed North has announced it will launch a rocket next month to put a satellite into orbit, a move which the U.S. and its allies see as a pretext for a long-range missile test.

A U.N. Security Council resolution passed after the North staged missile and nuclear tests in 2009 bans a ballistic missile launch for any purpose.

"As secretary-general of the United Nations I express my deep concern by the announcement of the government of the DPRK (on) their intention to launch a satellite," Ban said, using the acronym for North Korea's official name.

He called the planned launch "a clear violation" of Security Council resolutions and said that it "threatens the peace and security on the Korean peninsula."

He said it could also undermine recent positive signs on long-running international efforts to end North Korea's nuclear program.

Under a deal announced last month but now in jeopardy, Washington would offer substantial food aid for a partial nuclear freeze.

"This (the rocket launch) is again undermining the positive atmosphere which has been established recently between the U.S. and the DPRK," Ban said. (AFP)

반 총장은 이날 회견에서 북한의 공식 영문명칭 약자인 DPRK를 적시하면서 "유 엔 사무총장으로서 나는 북한 정부의 위성 발사 의도에 깊은 우려를 표시한다"면서 "북한의 위성발사 계획은 안보리 결의를 분명하게 위반한 것이며, 한반도의 평화와 안보를 위협하는 것"이라고 비판했다.

반 총장은 또 북한의 위성발사 계획은 북한의 핵개발을 종식하려는 국제사회의 오랜 노력 속에서 최근 나타난 긍정적 분위기를 해치는 것이라고 지적했다.

미국과 북한은 지난달 29일 베이징에서 열린 북미 고위급회담에서 미국의 대북 식량원조에 대한 대가로 장거리 미사일 시험을 중단하기로 합의했지만 16일만에 북한의 위성발사 계획이 발표됐다.

반 총장은 "북한의 로켓 발사 방침은 최근 미국과 북한 간에 형성됐던 긍정적 분위기를 다시 한번 침해하는 것"이라고 비판했다.

앞서 반 총장은 북한의 미사일 발사 계획 발표 직후인 지난 16일(현지시간) 북한에 대해 장거리 미사일 발사 계획을 취소할 것을 촉구했다. 반 총장은 마틴 네시르키 대변인을 통해 "북한은 장거리 미사일 발사를 자제하겠다는 최근의 약속을 지키는 차원에서 위성발사 계획을 재고할 것을 촉구한다"고 말했다. (연합뉴스)
