Policeman’s heroic death in last year’s floods under scrutiny

Police said Tuesday they will reinvestigate the death of a young conscripted policeman who they had announced was killed in a rescue operation during last summer's massive floods, following allegations that the story was fabricated.

The Gyeonggi Provincial Police Agency said the reinvestigation was launched earlier in the day over the death of 21-year-old officer Cho Min-soo, whose body was recovered in late July after he was swept away in flood waters in Dongducheon, north of Seoul.

The reexamination followed the local daily Chosun Ilbo's report over a fellow policeman's recounting of Cho's death, suggesting the police agency fabricated the death in order to cover up their poor disaster-control decisions. He said the officer was trying to escape from a makeshift police lodging hit by torrents of rain.

The government had posthumously awarded Cho a medal in recognition of his rescue efforts after the police announced that he was killed while trying to rescue a flood-stricken civilian, though he was soon to be discharged from his two-year mandatory service at the agency. He was buried at the national cemetery in

Daejeon.

As they relaunched the probe following the one conducted just after his death, the provincial police agency vowed to respond with stern punishment if the story is found to be a fabrication.

National Police Agency Commissioner General Cho Hyun-oh also called on the provincial agency to look into the allegation thoroughly.

However, Park Sang-yoong, who was the head of Dongducheon Police Agency at the time of the death, denied the allegations, claiming the news report is groundless.

순직 의경 사연 조작 의혹

경기지방경찰청이 지난해 여름 수해현장에서 주민을 구하다 숨진 조민수 수경의 사연 조작 의혹과 관련, 10일 전면 재조사에 착수했다.

경찰은 원점에서 재조사해 문제가 있는 것으로 확인되면 지위 고하를 막론하고 책임을 묻겠다고 밝혔다.

경찰은 이날 동두천 사고 현장에서 11기동중대원 40여명이 참여한 가운데 현장 조사를 벌였다.

현장조사는 오전 10시40분부터 1시간40분동안 당시 조 수경과 동료 의경이 머문 컨테이너 숙영지에서 폭우를 피해 탈출한 경로를 따라 조 수경이 구하려던 강모(53) 씨가 철조망에 매달린 곳까지 250ｍ 구간에서 이뤄졌다.

경기청 2부장과 재조사를 맡은 수사2계장은 당시 근무 의경에게 컨테이너에 물이 얼마나 찼는지, 탈출 과정은 어떻게 진행됐는지, 조 수경이 물에 빠진 곳은 어디인지, 강씨가 매달린 곳의 물 높이는 얼마였는지 등을 일일이 확인했다.

현장조사가 끝난 뒤 경기청 인근에서 당시 중대장과 소대장, 부대원에 대한 조사가 진행됐다.

경찰은 앞으로 강씨와 조작 의혹을 제기한 전역 의경도 조사할 방침이다.

경찰은 이들을 상대로 당시 전반적인 현장 상황, 사고 경위, 조 수경이 시민을 구하려 했는지, 사고후 보고 과정, 허위보고 지시 여부 등을 확인할 계획이다.

경찰의 한 관계자는 "예민한 사안인 만큼 최종 결과가 나오기 전까지는 어떤 말 도 하기 어렵다"며 "순직한 망자의 명예가 달린 문제이니 추측성 보도는 자제해달라 "고 당부했다.

한편 조작 의혹 대상자로 지목된 11기동중대장 김영삼 경감과 당시 박상융 동두천경찰서장(현 평택경찰서장)은 의혹을 전면 부인했다.

김 경감은 이날 연합뉴스와의 인터뷰에서 "조사가 이뤄지고 있어 구체적으로 밝 힐 수 없지만 언론보도가 잘못됐다"며 "철수를 늦추라고 지시한 적도 없다"고 주장 했다.

박 서장도 경기경찰청에서 가진 기자회견에서 "언론보도가 (보고받아) 아는 내용과 다르다"며 "조 수경이 시민을 구하러 가는 것을 목격한 대원이 있는 것으로 안다"고 말했다.

경찰은 지난해 7월27일 조 수경이 기록적인 폭우로 동두천시 신천변에서 철조망에 매달려 구조를 요청하는 시민을 구하다 숨졌다고 보고했다. 정부는 조 수경에게 옥조근정훈장을 추서하고 유골을 국립대전현충원에 안장해 추모했다.

그러나 당시 동료 의경이 최근 언론을 통해 "조 수경이 숙소에 물이 차오르자 동료와 함께 빠져나오다가 급류에 휩쓸려 숨졌다"며 "지휘관이 뒤늦게 숙소 탈출을 지시한 잘못을 덮으려고 조 수경의 영웅적 얘기를 꾸며 상부에 보고하고 부대원들을 입단속시켰다"고 폭로했다.
