N. Korean leader's slush fund manager reappears in public

The head of a shadowy North Korean agency charged with managing slush funds for leader Kim Jong-il has again appeared in public after five months.

Recent footage from the North's state television network showed Jon Il-chun standing closer to Kim than Kim's heir apparent son, Kim Jong-un, on an inspection tour of a supermarket in Pyongyang.

Kim Jong-un is being groomed to succeed his father Kim Jong-il as the country's next leader in what would be the country's second hereditary power transfer.

Jon and Kim Jong-un were also seen standing side by side on an escalator at the Kwangbok Area Supermarket, according to recent photos released by the North's official Korean Central News Agency.

Jon, who has rarely been exposed to media, was last seen on Kim's trip to a factory in July.

He heads Office 39, which has often been referred to as Kim's "personal safe" for its role in raising and managing secret funds for the North Korean leader.

The office is also believed to be involved in counterfeiting US$100 bills and drug trafficking.

Last year, the United States blacklisted Office 39 as one of several North Korean entities to come under new sanctions for its involvement in illegal activities such as currency counterfeiting. (Yonhap News)

`김정일의 금고지기'로 통하는 북한의 전일춘 노동당 39호실장이 5개월여 만에 다시 공식석상에 모습을 드러냈다.

연합뉴스가 19일 조선중앙TV와 조선중앙통신의 보도내용을 확인한 결과, 최근 김정일 국방위원장의 광복지구상업중심 현지지도를 전일춘 실장이 아주 가까운 거리 에서 수행한 사실이 확인됐다.

이에 앞서 조선중앙통신은 지난 15일 "김 위원장이 개점을 앞둔 광복지구상업중 심을 현지지도 했다"며 이곳을 `슈퍼마켓'이라고 불러 대형마트임을 시사했다

중앙TV의 보도에서는 김 위원장이 매장 안을 둘러볼 때 전일춘이 후계자 김정은 보다 가까운 거리에서 수행하거나 김 위원장에게 현황을 설명하는 장면들이 담겨 있 다.

중앙통신은 이번 현지지도에 김정은을 비롯, 김경희 당 경공업부장, 장성택 국방위 부위원장, 박도춘•최룡해•문경덕 당 비서, 주규창 당 부장, 리재일•박봉주 •한광상 당 중앙위 제1부부장 등이 수행했다고 전했으나 전일춘은 언급하지 않았다.

전일춘은 사실상 김 위원장의 비자금을 관리하고 있어 북한매체에도 모습을 잘 드러내지 않는 인물이다.

39호실은 노동당 통치자금을 마련하는 곳으로, 대성은행, 고려은행 등 주요 금융기관과 알짜기업들을 소유하고 있고 `슈퍼노트'(미화 100달러 위조지폐) 제작, 마약거래 등에도 관여하는 것으로 알려져 있다.

전일춘이 올해 북한 매체를 통해 모습을 드러낸 것은 지난 7월29일로, 조선중앙 TV는 김 위원장의 `5월11일 공장 현지지도' 소식을 전하면서 전일춘의 수행장면도 함께 내보냈다.

정부 관계자는 "전일춘이 현재 외화벌이 쪽도 담당하고 있는데 현지지도 장소가 북한의 외화벌이와 관련이 있기 때문에 수행한 것으로 보인다"고 말했다.
