The ruling Saenuri Party is pushing to move the country’s top-ranked Seoul National University (SNU) to the new administrative city of Sejong in a move to woo voters ahead of December’s presidential election, party officials said Monday.

The move would help the Seoul-based state-run university attract additional investment and cut tuition if it sells its land and buildings, a party official said, asking that he not be identified.

The official is a key member of a party committee in charge of drawing up campaign pledges for the Dec. 19 polls.

“We are positively reviewing a relocation of SNU to Sejong,” the official told Yonhap News Agency by phone. “SNU is a public university, so the relocation should be easy and have a lot of symbolic meaning.”

The relocation is part of a scheme by the committee to turn Sejong into a college hub that could compare to Boston. Other universities in Seoul and the surrounding area are also expected to gradually move into the new city under the committee’s plan, party officials said.

“It’s an appealing proposal as it could contribute to Sejong’s development, balanced growth across regions and win votes (for the party) in the Chungcheong area, so it’s highly likely that it will be chosen as a final campaign pledge,” said a key official within the party, also asking not to be identified.

Sejong, located some 150 kilometers south of Seoul in South Chungcheong Province, is set to become the new administrative hub, with 16 central government ministries and offices as well as 20 subsidiary organizations scheduled to move there by 2014.

서울대 이전추진 “한국의 보스턴” 만든다?


새누리당이 대선 공약으로 ‘서울대학교의 세종시 이전’을 비중있게 검토하는 것으로 24일 알려졌다.

대선공약을 총괄하는 당 국민행복추진위원회 관계자는 연합뉴스와의 통화에서 “서울대의 세종시 이전 방안을 긍정 검토하고 있다”면서 “서울대는 국립대학이어서 이전이 쉽고 상징성도 크다”고 말했다.

국민행복추진위는 서울대를 시작으로 수도권 대학들을 차례로 옮겨 세종시를 ‘대학도시’로 발전시키는 방안을 구상하는 것으로 전해졌다.

미국 하버드대ㆍ매사추세츠공대(MIT)가 있는 보스턴에 비견되는 명품 대학도시를 만들자는 얘기다.

특히 서울대 공과대학의 경우 인근 KAIST(한국과학기술원), 과학비즈니스벨트 등과 연계해 과학분야 시너지를 낼 것으로 기대하고 있다. KAIST는 세종시 캠퍼스 입점을 확정지은 상태이기도 하다.

구체적으로 학부 1~2학년생을 먼저 세종시 캠퍼스로 옮기도록 하고 단계적으로 전체 학생과 교직원 등으로 이전 대상을 넓히는 방안이 거론되고 있다.

이 방안은 주요 대학들을 통째 옮기는 방안이라는 점에서 2009~2010년 ‘세종시 수정안’ 논란 때 거론되다 세종시 수정안의 국회 본회의 부결로 흐지부지된 ‘세종시 제2캠퍼스’ 논의보다 더욱 파격적인 것으로 평가된다.

서울대 발전에도 도움이 될 것이라는 게 국민행복추진위의 판단이다.

세종시 이전을 계기로 서울대에 과감한 투자와 충분한 인센티브를 제공해 세계적인 대학으로 육성하자는 것이다.

국민행복추진위는 교육분야 최대 현안인 ‘반값등록금’ 실현에도 도움이 될 것으로 보고 있다.

서울대를 비롯한 수도권 대학들이 수도권의 보유 토지ㆍ건물 등을 매각함으로써 자율적인 반값등록금 재원을 마련하도록 하자는 구상이다.

당의 핵심 관계자는 “종전의 공약개발단 산하 경제키움공약단이 제시한 방안”이라며 “세종시 육성 및 지역균형 발전ㆍ충청권 표심 공략 등에서 두루 매력적인 카드여서 최종 공약으로 채택될 가능성이 크다”고 전했다.
