Prosecutors sought a detention warrant Monday for the floor leader of the main opposition Democratic United Party (DUP) over bribery suspicions, setting in motion a potential showdown between rival parties over whether the parliament should consent to his arrest.

The move came after Rep. Park Jie-won of the Democratic United Party three times snubbed summons to appear before the prosecution for questioning on allegations he received money from ailing savings banks that sought his influence to avoid shutdown.

Park has denied the allegations, claiming the investigation is politically motivated.

Park's detention requires parliamentary consent as lawmakers in South Korea are immune from arrest while the National Assembly is in session. The DUP and the ruling Saenuri Party are expected to clash over the issue.

Park said earlier Monday he is "contemplating what course of action he should take."

The National Assembly is expected to table an arrest motion for Park at a plenary session Wednesday. The motion needs to be put to a vote within 72 hours, with a majority of votes needed for its approval.

The ruling Saenuri Party, which has 149 seats in the 300-member parliament, reportedly set a policy to approve a motion to arrest Park if the motion is put to a vote, party officials said.

The DUP, which has maintained that its floor leader will not cooperate with the prosecution's investigation, said it is opposed to putting the arrest motion to a vote.

Such an arrest motion is a politically sensitive issue in South Korea. Earlier this month, the ruling party came under intense fire after the National Assembly struck down an arrest motion for one of its lawmakers, Rep. Chung Doo-un, who was also accused of bribery.

The party's rejection of the arrest motion for its fellow lawmaker was seen as a slap in the face of voters as it ran counter to the ruling party's promise to forgo privileges granted to legislators, including the immunity from arrest.

Park, a three-term lawmaker, is suspected of accepting around 100 million won ($87,657) in kickbacks from the now-jailed Solomon Savings Bank chairman Lim Suk in return for influence peddling on behalf of the savings bank before the general elections in 2008, according to the prosecutors.

In the savings bank scandal, an elder brother of President Lee Myung-bak has also been indicted on bribery charges. It is the first time in South Korea a brother of a sitting president has been arrested to stand trial. (Yonhap News)

검찰, 박지원 체포영장 청구

대검찰청 중앙수사부 산하 저축은행 비리 합동 수사단(단장 최운식 부장검사)은 30일 저축은행으로부터 금품을 수수한 혐의(정치자 금법 위반 등)로 민주통합당 박지원(70) 원내대표에 대해 체포영장을 청구했다.

이에 따라 검찰은 지난 19일 박 원내대표에 대한 첫 소환 통보 이후 11일 만에 강제수사에 들어가게 됐다.

박 원내대표는 지난 19일과 23일, 27일 세 차례 검찰의 출석요구에 불응했다.

검찰은 지난 3차 소환통보를 '최후통첩'으로 못박았고 이후에는 불가피하게 체포 영장 청구를 포함한 강제구인 절차에 착수할 수밖에 없다고 밝힌 바 있다.

검찰이 체포영장을 청구함에 따라 법원은 대검, 법무부, 총리실을 거쳐 이르면 31일 국회에 체포동의 요구서를 송부할 것으로 보인다.

국회는 체포동의안을 다음 달 1일 본회의에 보고한 뒤 2일 표결에 부칠 것으로 전망되나, 민주당이 반대하고 있어 일정대로 진행될지는 미지수다. 국회 본회의 표결은 과반 출석에 과반 찬성으로 가부가 결정된다.

새누리당은 체포동의안을 가결시킨다는 방침을 세운 반면 민주당은 본회의 상정 자체를 반대하고 있다.

국회에서 박 원내대표에 대한 체포동의안이 부결되면 이번 임시국회 종료 직후 검찰이 체포영장을 재청구할 가능성도 크다.

그러나 8월3일 회기 종료 이후 임시국회가 연이어 열린다면 검찰은 박 원내대표 에 대해 기소중지하는 방안도 검토하는 것으로 알려졌다.

8월 임시국회가 열리면 곧바로 9월 정기국회로 이어지고, 이는 곧 국회 회기가 연말까지 지속되는 '방탄국회'를 의미하기 때문이다.

검찰은 박 원내대표를 불구속 기소해 재판받게 하지는 않겠다는 방침을 정한 것으로 알려졌다.

박 원내대표는 2008년 4월 총선을 앞두고 임석(50•구속기소) 솔로몬저축은행 회장으로부터 1억원 가까운 불법 정치자금을 수수한 혐의를 받고 있다.

검찰은 또 오문철(60•구속기소) 전 보해저축은행 대표와 임건우(65•구속기소) 전 보해양조 대표로부터 2010년과 지난해 보해저축은행에 대한 수원지검의 수사를 무마해달라는 청탁과 함께 각각 3천만원 안팎을 박 원내대표에게 건넸다는 진술을 확보한 것으로 알려졌다.

검찰은 오 전 대표가 빼돌린 비자금이 대구의 한 카지노에 유입돼 세탁 과정을 거친 뒤 일부가 박 원내대표 측에 전달된 정황도 포착해 수사해왔다.

합수단은 또 오 전 대표가 김성래(62•구속기소) 전 썬앤문 부회장에게 유상증자 유치 대가 외에 별도의 로비자금 명목으로 건넨 2억원이 박 원내대표 측에  흘러 들어 갔다는 정황을 잡고 자금 흐름을 추적해온 것으로 전해졌다.

박 원내대표는 지난 2003년 현대그룹 비자금 사건과 관련해 검찰에 의해 구속기소됐지만, 대법원에서 무죄판결을 받았다.

또 2004년에는 대기업들로부터 돈을 받은 혐의로 검찰 수사를 받아 구속기소됐고 징역 3년형을 선고받고 복역했다.
