Foreign defense companies competing for South Korea's a multi-billion dollar project for combat jet acquisition handed in their renewed bids Thursday, officials here said, as the evaluation process is poised to get underway.

The F-15 Silent Eagle (SE) by U.S. firm Boeing, the F-35A by another American company Lockheed Martin, and the Eurofighter by Europe-based multinational defense group EADS are in the contest to win the mega deal worth upward of 8.3 trillion won ($7.3 billion), code-named F-X. The Defense Acquisition Program Administration, the state procurement agency, had set an initial deadline for bids of June 18. 

The three firms tendered their offers, but the DAPA cited errors in relevant documents by Lockheed Martin and EADS before reopening the bidding.

"We will evaluate each bid in accordance with due process," the DAPA said in a statement. "We will ensure fair competition and, with thorough evaluation and proper negotiations, we will select the aircraft that we believe most benefits our national interest."

The DAPA said a team of 15 expert evaluators will review the bids in nearly 300 categories, covering such areas as each fighter jet's operational capabilities, from July 9 to 14. Then, starting in late July, a team of 45 Air Force evaluators will conduct flight tests on more than 500 categories, including the fighters'

interoperability and their compatibility with South Korean armed forces.

The DAPA said last month some technical requirements will be tested on simulators because core parts of all three jets are still under development.

South Korea plans to purchase 60 fighter jets by 2021 to replace the Air Force's aging fleet. The winner of the bid is expected to be announced later this year.

The DAPA had earlier said the winner would be chosen sometime in October but with the administrative hiccup last month, officials have since backtracked, saying the October date is merely a target, not a deadline.

"With the bids having been submitted, we now have to go through testing and negotiations," Oh Tae-sik, head of program management agency within the DAPA, told reporters Thursday. "These won't be easy steps. Depending on how long they take, the final decision (on the fighter jet) may be put off until into the next administration (in early 2013)."

South Korea has earlier purchased 60 of Boeing's F-15 fighter jets since 2002 in the first two stages of its fighter modernization program.

차기전투기 기종평가 착수

북한 위협에 대응해 고성능 전투기 60대를 구매 하는 차기전투기(F-X) 사업의 기종 평가 작업이 시작됐다.

방위사업청은 5일 F-X 사업의 재입찰공고를 마감한 결과 미국의 록히드마틴(F-3 5A)과 보잉(F-15SE), 유럽항공방위우주산업(EADSㆍ유로파이터) 등 3개사가 제안서를 제출했다고 밝혔다.

방사청은 오는 9일부터 14일까지 분야별 전문평가위원 15명을 동원해 업체가 제 출한 제안서를 평가한다. 이 단계에서는 우리 군이 제안한 임무수행능력과 수명주기 비용, 군 운용 적합성 등 4개분과 297개 항목을 평가하게 된다.

이달 중순부터 국내외에서 자료 평가를, 이달 말부터는 국외에서 실물을 이용한 시험평가를 각각 진행한다. 10월 초순까지 523개 항목에 대해 시뮬레이터와 각종 장 비 등을 활용해 군이 제시한 기준 충족 여부를 평가한 뒤 '전투용 적합' 여부를  판 정한다.

방사청은 전투용 적합 판정이 난 기종만을 대상으로 기술, 계약조건 및  가격협 상을 벌여 최종 기종을 선정할 계획이다.

최종 기종선정 시기와 관련, 방사청은 11월 중순을 목표시한으로 설정하고 있지 만 연내 선정은 유동적인 상황이다.

특히 방사청은 기종 평가작업이 시작됐지만 최종 기종선정 시기에 대해서는  명 확하게 답변하지 않고 있다. 

여권 일각에서 사업비 8조3천억원이 투입되는 F-X 사업을 차기 정부로 이관해야 한다는 목소리가 나오는 것을 의식한 것으로 분석된다.  

이와 관련, 오태식 방사청 사업관리본부장은 "우리 군이 요구한 성능과 조건을 확인하고 가격 투찰과 인하 노력 등 쉽지 않은 과정이 남아 있다"면서 "(성능  확인 과 협상) 기간에 따라 차기 정부로 갈 수도 있고, 그렇지 않을 수도 있다"고 밝혔다 . 

한편 록히드마틴은 F-35A에 대한 현지 시험평가 과정에서 추적기와  원격계측기 를 동원해 평가하는 방안이 가능한지에 대해 아직 답변서를 보내오지 않고 있다.
