Discount offered for patients who use neighborhood clinics

Starting next year, people suffering from chronic illnesses such as diabetes or hypertension will be able to get a discount on their medical bills if they register at a neighborhood clinic instead of visiting general hospitals or clinics far from home.

According to the Ministry of Health and Welfare, the national health insurance coverage for such patients will be expanded from the current 70 percent to 80 percent of consultation fee. Discounts per patient will be 1,250 won ($1.17) for the first visit and 900 won for revisit per session, with its ceiling at 11,150 won a year, the authorities said.

The benefits from expanded insurance will be available to those under 65 years old since elderly demographics are already covered by similar programs.

Doctors are required to keep records on each patient to receive insurance money of up to 10,000 won a year per patient.

Chronic illness management has become one of the most urgent issues here. According to the ministry, about 5 million people were treated for diabetes and hypertension in 2010 and considering those not treated by doctors, the number is expected to exceed 10 million.

“Diabetes and hypertension are the second cause of death among Koreans behind cancer. And the number of reported prevalence is increasing. The new plan will make available consistent consultation with doctors, which is a very important factor in chronic illness management,” said Lee Dong-wook, a ministry official.

To participate in the program, register a preferred clinic (mainly family practice) to the National Health Insurance Corp. by the end of December via mail, fax or website application.
