UNITED NATIONS (AP) -- The U.N. Security Council approved Friday a second five-year term for Secretary-General Ban Ki-moon, a critical last step before the 192-member General Assembly holds the definitive vote next week.
The vote by acclamation came after a one-day delay due to what U.N. diplomats described as procedural and technical hold ups from some Latin American countries.
The entire world body is virtually certain to endorse Ban, 67, when it considers the matter Tuesday. There are no other candidates.
The council said it ``recommends to the General Assembly that Mr. Ban Ki-moon be appointed secretary-general of the United Nations for a second term of office from Jan. 1, 2012, to Dec. 31, 2016.''
The former South Korean foreign minister earlier secured the backing of the five veto-wielding members of the Security Council _ the U.S., China, Russia, France and Britain _ which were key for approving the recommendation.
Visiting Brasilia, Brazil, on a Latin America tour, Ban said he was ``deeply honored'' by the council's recommendation. ``It's an immense privilege to serve this great organization as Secretary-General, and I am grateful for the confidence and support.''
Ban said that although he is proud of what he and other U.N. officials had accomplished during his first five years, ``I am aware of the formidable challenges ahead.''
``In the 21st century, the United Nations matters in a different and deeper way,'' he said. ``I am motivated and prepared to continue our work together with the member states, upholding the principles enshrined in the (U.N.) charter.''
Although it was widely known that Ban would seek a second term, he didn't officially announce his intention to stay on until last week. He pledged to keep leading the world body as a ``bridge-builder'' at a time of global change.
``During the past 4 1/2 years, we have undertaken important work and found common ground on critical global issues of peace and security _ from Somalia to Sudan, Ivory Coast to Afghanistan, Iraq and the Middle East and far beyond,'' Ban said in a letter to the council ``humbly'' offering to be considered for a second term.
During a meeting of Latin American and Caribbean ambassadors last week, some envoys said their countries wanted to hold off on endorsing Ban until after his current trip to the region, some said their presidents had not yet seen the secretary-general's letter seeking a second term, and some expressed regret there was only one candidate, said a U.N. official who spoke on condition of anonymity because the meeting was private.
The official said there was no outright opposition to Ban's candidacy.
Ban has been criticized for lacking charisma and failing to criticize human rights abuses in powerful countries such as China and Russia.
But he has won praise for his commitment to climate change, nuclear disarmament and women's issues, as well as his strong recent backing of pro-democracy movements in North Africa and the Middle East, and for military intervention in Ivory Coast and Libya.

안보리, 潘총장 연임안 만장일치 통과
유엔 안전보장이사회가 17일(현지시간) 반기문 사무총장 연임 추천 결의안을 만장일치로 통과시켰다.
사무총장 추천권을 갖고 있는 안보리가 반 총장을 단일 후보로 추천하는 결의를 채택해 유엔 총회에 제출함에 따라 21일 열리는 총회에서 반 총장의 재선 승인은 확정적인 것으로 전망된다.
반 총장의 재선이 확정되면 사상 첫 한국인 유엔 사무총장이 국제사회의 전폭적 지지로 재선 사무총장에 등극하는 것이자 아시아인으로는 부트로스 갈리 이후 35년만에 첫 재선 사무총장 탄생이라는 의미를 갖는다.
제8대 유엔 사무총장인 반 총장의 1기 5년 임기는 오는 12월 31일로 만료되며, 총회 승인 절차가 끝나면 내년 1월 1일부터 2기 반기문 체제가 출범한다.
이날 비공개 회의에서 순회 안보리 의장을 맡고 있는 가봉의 넬슨 메소네 대사가 반 총장 연임 결의안을 의사안건으로 상정하자 15개 이사국 대표들이 박수로 통과시켰다고 유엔 관계자는 전했다.
메소네 대사는 비공개 회의가 끝난 뒤 기자회견을 통해 "안보리는 현직에 있는 반기문 사무총장이 두번째 5년 임기를 할 수 있도록 지명하는 안을 지지하고 박수로 통과시켰다"고 공식 발표했다.
지난 6일 반 총장이 공식적으로 연임 출사표를 던진 이후 중국과 프랑스가 당일 강력한 지지 성명을 발표했고, 버락 오바마 미국 대통령이 7일, 영국 정부가 9일 지지 입장을 발표했으며 상임이사국 가운데 러시아가 16일 마지막으로 지지 대열에 합류하면서 반 총장은 추천권과 함께 거부권을 갖고 있는 이른바 P5(안보리 상임이사국)의 지지를 모두 획득했다.
또 아시아와 아프리카, 동구권 등 각 지역그룹도 잇따라 회동을 갖고 반 총장 지지 입장을 표했고, 현재 유엔 지역그룹 가운데 공식적으로 지지 입장을 표명하지 않은 남미 그룹에서도 브라질 등 주요 국가들이 압도적인 지지를 보내고 있는 것으로 알려졌다.
하지만 쿠바 등 일부 남미국가들은 반 총장이 미국의 영향력하에 있다며 지지 선언에 미온적 입장을 보여 당초 16일 통과될 예정이었던 안보리의 추천 결의안 처리가 하루 연기됐던 것으로 전해졌다.
유엔 관계자는 "일부 남미 국가들의 목소리는 자신들의 유엔내 존재감을 알리기 위한 제스처"라면서 "192개 전 회원국의 지지로 축복받는 재선이 되도록 하겠다는 반 총장의 생각은 변함이 없다"고 말해 막판까지 이들에 대한 설득작업을 병행해 나갈 것임을 시사했다.
