Lee replaces top Blue House aides

Reshuffle affects key posts of politics, publicity and welfare

President Lee Myung-bak on Thursday replaced his top aides for political affairs and public relations as well as his spokesperson in a partial shakeup of presidential secretaries 10 months ahead of the general elections next year.

The reshuffle of senior secretaries, which was previously scheduled for after the ruling Grand National Party’s national convention on July 4, was moved up to this week after one of Lee’s aides was implicated in a high-profile corruption scandal surrounding mutual savings banks.

Former journalist Rep. Kim Hyo-jae of the GNP will succeed senior presidential secretary for political affairs Chung Jin-seok, who had served as an outside director to one of the now-suspended secondary banks.

Kim Du-woo, executive presidential secretary for planning and management, will replace senior secretary for public relations Hong Sang-pyo.

Park Jung-ha, chief of the Cheong Wa Dae press center Chunchugwan, was promoted to the president’s new spokesperson, succeeding Kim Hee-jung.

Lee retained presidential chief of staff Yim Tae-hee.

Rep. Kim Hyo-jae, who was a journalist for nearly 30 years at the Chosun Ilbo, served as Lee’s special media adviser in 2007 and was elected GNP legislator in 2008.

Kim already told his fellow assemblymen Thursday morning that he will do his best to coordinate between the parliament and the presidential office.

“I did not hesitate (in accepting the president’s job offer),” Rep. Kim said at a meeting of GNP legislators.

“It was a difficult decision for me as a rookie politician to quit being a lawmaker, but I had no choice (but to take the job) if it allows me to do what little I can to help the GNP come into power once again.”

The outgoing Chung, a journalist-turned-politician himself, is expected to run for his fourth parliamentary seat in the general elections in April next year.

Kim Du-woo, another former journalist at JoongAng Ilbo, joined the presidential office in 2008 right after Lee was sworn in.

Along with minister of knowledge economy Bahk Jae-wan, special advisers to the president Park Hyung-joon (political affairs) and Lee Dong-kwan (public relations), Kim is known as President Lee’s four most loyal aides.

The new lineup of top presidential aides are expected to guide Cheong Wa Dae through the parliamentary and presidential elections next year.

A civil affairs secretary, Chang Dasaro, is expected to take Kim’s job as planning and management aide, Cheong Wa Dae officials said.

The newly appointed presidential spokesman Park joined Chunchugwan after serving as the vice spokesperson of Lee’s presidential transition team in early 2008 and secretary to Incheon mayor before that.

The outgoing Kim Hee-jung plans to run for her second parliamentary seat in the general elections next year.

In addition to Chang and Park, eight more presidential secretaries were replaced.

Secretary for gender equality and family affairs Kim Hye-kyung was named the new secretary for civil society, while secretary for administrative affairs Shin Hak-soo was nominated the new secretary for civil affairs.

Assistant secretaries Kim Hoi-koo, Kim Seok-won, Kim Hyung-joon were promoted to second secretary for political affairs, secretary for public communication and chief of Chunchugwan.

Secretaries for civil rights, knowledge economy (industrial and energy affairs) and family affairs were also replaced Thursday.

이명박 대통령은 9일 청와대 신임 정무수석에 김효재 한나라당 의원, 홍보수석에 김두우 청와대 기획관리실장을 내정했다.

기획관리실장에는 장다사로 민정1비서관, 정무 2비서관에는 김회구 인사비서관 실 선임 행정관, 민정1비서관에는 신학수 총무비서관, 대변인에는 박정하 춘추관장 이 선임됐다.

이번 청와대 개편은 집권 후반기 이 대통령의 장악력 강화를 위해 '친정 체제'

를 강화했다는 특징과 함께 내년 총선에 대비, 출마 희망자들의 길을 터주는 정권 인재풀의 '재비치' 차원도 곁들여진 것으로 알려졌다.

당초 수석급 인사는 한나라당의 7.4 전당대회 이후 이뤄질 것으로 예상됐지만 집권 후반기 체제를 조기에 구축하기 위해 비서관급과 함께 인사가 단행된 것으로 전해졌다.

임태희 대통령실장은 이날 오후 청와대 춘추관에서 브리핑을 갖고 정진석 정무 수석과 홍상표 홍보수석 교체를 골자로 하는 이 같은 내용의 청와대 참모진 개편 내 용을 발표했다.

정무수석에 내정된 김효재 의원은 조선일보 문화부장, 논설위원을 거친 뒤 대선 캠프에서 언론특보로 활동하다 18대 서울 성북을에서 당선됐다.

김 의원은 정무수석에 임명된 뒤 의원직에서 사퇴하고 19대 총선에도 불출마하 겠다는 입장을 이 대통령에게 전달했다는 후문이다.

김두우 기획관리실장은 중앙일보 정치부장, 논설위원을 지낸 뒤 2008년 정무2비 서관으로 청와대에 입성, 정무기획비서관, 메시지기획관 등을 역임했으며 지난해 청 와대 개편 때도 홍보수석 유력후보로 거론됐었다.

두 사람 모두 대선캠프 활동이나 청와대 장기 근무로 인해 이 대통령의 의중을 잘 아는 측근 인사로 꼽히고 있고, 대변인으로 발탁된 박정하 춘추관장도 대선캠프

와 인수위, 청와대에서 오랫동안 이 대통령과 함께해온 핵심이다.

이번 청와대 개편에서는 또 국민권익비서관에 조현수 한나라당 예산결산위 수석 전문위원, 국민소통비서관에 김석원 국민소통비서관실 선임행정관, 시민사회비서관 에 김혜경 여성가족비서관이 내정됐다.

또 춘추관장에 김형준 의전비서관실 선임행정관, 지식경제비서관에 강남훈 지경 부 기후변화에너지 자원개발 정책관, 여성가족비서관에 이재인 여성가족부 여성정책 국장이 인선됐다.

총무비서관과 정무1비서관은 해당 수석과 협의를 거쳐 추후 임명될 예정이며 정 책실에 대한 인사에 대한 인사는 당분간 하지 않는다는 방침이다.

이번 개편에서 물러난 이성권 시민사회비서관, 박명환 국민소통비서관, 이상목 국민권익비서관, 김희정 대변인과 교체 방침이 확정된 김연광 정무1비서관은 총선에 출마할 것으로 알려졌다.

임 실장은 "이번 인사는 재보선 이후 내년 총선에 출마를 준비하는 사람들은 일 찌감치 현장에서 활동을 하는 게 좋겠다는 대통령의 뜻을 반영하고 청와대 분위기를 일신할 필요가 있어 정무수석실과 홍보수석실을 개편하게 됐다"고 말했다.

그는 "개편대상에 포함된 분들은 엄밀히 말해 이명박 정부의 성공을 위해서 청 와대에서 정말 땀흘려 일한 정부의 인재"라며 "대통령은 정진석 정무수석과 홍상표 홍보수석에 대해서는 지금까지 노력했던 분야의 업무를 맡길 계획"이라고 밝혔다.

한편, 이번에 내정된 청와대 수석ㆍ비서관 12명 가운데 청와대 출신이 아닌 인 사는 김효재 정무수석, 조현수 국민권익비서관, 강남훈 지식경제비서관 내정자 3명 뿐이어서 '회전문' 인사라는 비판도 일각에서는 나오고 있다.
