Seoul prosecutors have indicted a former member of the biggest Korean criminal gang in the U.S. for smuggling Mexican narcotics into Korea.
The arrest of the Korean-American, identified by his surname Moon, marked Korean authorities’ first crackdown on drugs from Mexico. Drugs used in Korea are mostly from China.
Moon, an ex-member of the crime ring called Last Generation Korean Killers, was charged with trafficking in a total of 287 grams of methamphetamine, estimated to be worth 900 million won ($831,024) from December 2009 to May 2010.
The suspect concealed the pills in albums, Christmas cards and ornaments and shipped them to Seoul, Busan and Incheon through international cargo delivery services, according to the Seoul Central District Prosecutors’ Office.
Korean investigators cooperated with U.S. Mexican and Japanese police as well as Interpol to arrest him.
The U.S. Drug Enforcement Administration began searching for him in January 2010 following the discovery of drugs stuffed in photo albums from Mexico to Korea via in the U.S. port of Memphis.
In June, he was caught by DEA agents and held in a Mexican immigration detention center.
But he managed to come out after bribing guards with $20,000. Mexican authorities had said he broke out by drilling the prison wall,
After 10 months on the run, he finally gave himself up to Mexican police as the DEA and Interpol closed in on and he had been increasingly in trouble with Mexican drug cartels.
Prosecutor said that Moon’s arrest revealed a new drug route from Mexico via U.S. to Korea and will help crack down on drug trafficking from Latin America.
Moon immigrated to the U.S. at the age of 9 in 1978. Moon was deported to Korea in 2001 after serving 12 years in prison for robbery. Then, he flew to Mexico in 2009 and began trading in illegal drugs, prosecutors said.

미국 최대 한인(韓人) 갱단 조직원 출신이 멕시 코에서 수억원대의 히로뽕을 밀수해 상습적으로 팔아오다 검찰에 적발됐다.
중국에서 들어오는 마약이 대부분인 국내에서 멕시코발 마약 밀수가 단속된 것은 이번이 처음이다.
서울중앙지검 강력부(김희준 부장검사)는 마약류 관리에 관한 법률 위반 혐의로 미국 내 한인 폭력조직 ‘LGKK(Last Generation Korean Killers)’ 전 단원 문모(42)씨를 구속 기소했다고 29일 밝혔다.
검찰에 따르면 문씨는 2009년 12월부터 작년 5월까지 22차례에 걸쳐 국제특송화 물 등을 이용해 멕시코에서 히로뽕 287ｇ(1회 투약기준 9천600명분, 시가 9억원 상당)을 밀반입해 유통한 혐의를 받고 있다.
그는 수사기관의 단속을 피하고자 히로뽕을 5~50ｇ 단위로 쪼개 앨범 또는 크리 스마스카드, 장식품에 숨기거나 두 겹의 종이박스 사이에 끼워넣는 등 다양한 은닉 수법을 사용했다.
또 국내 배송지를 서울과 부산, 인천 등지로 분산한 것은 물론 판매 수익금도 대포통장으로 입금받아 멕시코 현지에서 카드로 인출하는 등 치밀하고 지능적인 범행을 저질렀다.
문씨를 검거하는 과정도 한 편의 드라마 같았다.
미국 마약청(DEA)은 작년 1월 멕시코 과달라하라를 떠나 화물경유지인 미국 멤 피스를 거쳐 국내로 배송되는 특송화물(앨범)에서 히로뽕을 발견하고는 한국 검찰과 공조 수사를 개시했다.
DEA는 한국 검찰의 의뢰로 인터폴(Interpol) 적색 수배를 내린 지 5개월 만인 그해 6월 문씨를 검거해 멕시코 이민국수용소에 임시 유치했으나, 문씨가 8일 만에 탈옥하면서 수사는 원점으로 돌아갔다.
당시 멕시코 수사당국은 문씨가 수용소의 석고벽을 뚫고 도주했다고 주장했으나 , 그는 검찰 조사에서 이민국 공무원에게 2만 달러의 뇌물을 주고 스스로 걸어나왔 다고 진술했다.
문씨는 이후 10개월간 도피 행각을 벌였으나 좁혀오는 수사망과 멕시코 마약카 르텔과의 알력에 따른 심리적 압박을 이기지 못하고 결국 현지 경찰에 자수했고, 검 찰은 이달 4일 그를 일본으로 강제송환한 뒤 우리 국적기 기내에서 체포했다.
검찰이 사상 처음으로 DEA, 인터폴, 멕시코 경찰, 일본 경시청 등 다국적 수사기관과 긴밀한 공조 수사를 벌여 이뤄낸 값진 성과였다.
9살 때인 1978년께 미국으로 이민 간 문씨는 캘리포니아주를 주무대로 국제 마약밀수 등을 일삼는 LGKK에서 활동하다 강도죄로 12년을 복역한 뒤 2001년 국내로 추방됐으며, 재작년 다시 멕시코로 건너가 히로뽕 밀수에 손을 댄 것으로 조사됐다.
검찰 관계자는 “멕시코→미국→한국을 거치는 ‘멕시코 마약 밀수 루트’의 존재 를 처음 밝혀냄으로써 중남미발 마약 단속에 큰 전기를 마련했다”고 이번 수사의 의 미를 평가했다.
