Senior diplomat suspected of smuggling ivory from Africa

A South Korean diplomat has been caught allegedly attempting to smuggle expensive elephant tusks into the country upon his return from a post in Africa, the Foreign Ministry said Monday.

Some 16 pieces of ivory, which is among the nation’s contraband goods, were found in the shipment of the diplomat who returned to the country in March and currently holds a high-ranking post at the central government, a ministry official said on the condition of anonymity.

The customs office here is planning to summon the diplomat, who previously headed a South Korean mission in African, this week and press legal charges shortly afterwards, according to the official, who added the ministry has “only just been notified” of the situation Monday.

“The official is highly likely to receive a criminal penalty as ivory falls under the category of contraband,” the official said.

Foreign Minister Kim Sung-hwan has asked the Korea Customs Service to handle the case “firmly and strictly,” he said.

아프리카 지역에서 근무하다 최근 귀국 한 전(前) 공관장이 상아를 대량 밀반입하려다 관계 당국에 적발됐다.

2일 외교통상부에 따르면 관세청은 지난 3월 귀국한 아프리카 지역 전 대사 P씨 의 이사화물 속에서 수출입 금지물품인 상아 16개를 적발, 이를 외교부에 통보했다.

관세청은 익명의 외부 제보에 따라 지난달 28일부터 이틀간 P씨 화물에 대한 집중조사를 벌여 밀반입 사실을 확인했다.

P씨가 반입하려 한 상아는 가공 처리되지 않은 원형 형태로 '유엔 멸종위기에 처한 야생 동ㆍ식물의 국제무역에 관한 협약(CITES)에 의해 수출입이 금지된 품목이 다.

관세청은 이번 주 중으로 P씨를 소환 조사하고 관련 사법조치를 할 방침이다.

외교부 관계자는 "이사 화물에 대한 신고 등록이 안 돼 있고 수출입이 금지된 물품이어서 밀수와 관련한 법들이 적용될 것으로 보인다"면서 "형사 처벌될 가능성이 크며 이 경우 자동으로 중징계 절차가 뒤따를 것"이라고 말했다.

P씨는 현재 다른 중앙 부처에 파견돼 근무 중인 것으로 알려졌다.

P씨는 연합뉴스와 전화통화에서 "이사 화물을 정리할 때 아내가 말라리아에 걸려 도저히 집안일을 할 수 없는 상황이었다"면서 "이에 따라 아내가 아프리카 현지 직원들을 시켜 이삿짐을 쌌으며 그 과정에서 실수로 들어간 것"이라고 말했다.

P씨는 이어 "상아는 아내가 현지 정부 고위당국자들의 부인들과 선물을 주고받으면서 창고 등에 보관해왔던 것으로 안다"고 덧붙였다.

P씨가 근무하던 국가는 내전이 한창 진행 중이었던 것으로 알려졌다. 김성환 외교장관은 P씨에 대해 법에 따라 엄정한 조치를 하라고 관세청에 요청했다. (연합뉴스)
