Although South Koreans are accustomed to North Korean antics, the latest involving U.N. Secretary-General Ban Ki-moon was as surprising as it was plain foolish.
한국인들은 북한의 별난 짓에 익숙해져 있지만 반기문 유엔 사무총장과 관련된 이번 일은 명백하게 어리석었던 만큼 놀라웠다.

In Korea to attend the UNESCO-organized World Education Forum 2015, Ban made a surprise announcement on May 19 that he would be visiting the Gaeseong Industrial Complex ― a symbol of inter-Korean economic cooperation located in the North Korean border town of Gaeseong ― on May 21. However, on the eve of the trip, he announced that his visit had been canceled by North Korea. The North Koreans apparently canceled their agreement on Ban’s tour ― which had been in the works for quite some time ― literally overnight, informing him of the cancellation in the early morning of May 20 through its New York diplomatic channel.
유네스코가 주최한 2015 세계교육포럼에 참석하기 위해 방한한 반 총장은 5월 19일, 남북경협의 상징인 개성공단을 5월 21일에 방문할 것이라고 깜짝 발표를 했다. 그러나 방문 전날, 그는 북한이 방북을 취소시켰다고 발표했다. 북한은 상당한 시간이 걸린 반 총장의 방북에 대한 합의를 5월 20일 이른 아침, 그야말로 하룻밤 만에 취소하고 뉴욕 외교경로를 통해 취소를 알린 것으로 보였다.
Speculation abounds as to why North Korea abruptly changed its mind just one day before what would have been the first ever visit to the Gaeseong Industrial Complex by a U.N. secretary-general. Some say Pyongyang may have never intended for Ban to visit Gaeseong. Others point out that Ban’s remarks on May 19 that North Korea’s development of missile and nuclear weapons was in violation of U.N. Security Council resolutions may have irked the North.
북한이 유엔 사무총장의 첫 개성공단 방문이 이뤄지기 하루 전에 마음을 바꾼 이유에 대해 추측이 무성하다. 일각에서는 북한이 반 총장의 개성방문을 허용할 생각이 없었을 것이라고 말하고 일각에서는 5월 19일 반 총장이 북한의 미사일. 핵무기 개발이 유엔 안보리 결의 위반이라고 말한 것이 북한의 심기를 건드렸을 수도 있다고 지적했다.

While we can only speculate about what caused North Korea to rescind its invitation, we can know for certain the consequences of the move. Pyongyang has willingly thrown away a chance at improving inter-Korean relations and also a chance at coming out of its increasing isolation.
북한이 무엇때문에 초청을 철회했는지에 대해서는 추측만이 가능하지만 이에 대한 결과에 대해서는 확실히 알 수 있다. 북한은 남북관계를 개선시킬 수 있는 기회와 심화돼가는 고립에서 빠져나올 수 있는 기회를 스스로 내던졌다.
